When I was researching my “Free Radio Free Asia!” piece I came across more information than I could fit into the article. I also came across material which was troubling, and which I could not bring myself to include in the piece, though it would have bolstered the case I was trying to make.
A professor friend who occasional reads my blogs emailed me on the “Free RFA” post and pointed out the flaw in my analysis (resulting from my self-censorship). He thought my piece was engrossing, “like a good detective story”. He went on to lecture me that “like any good crime thriller, one needs to explain the ‘motive’ and the ‘opportunity’. Your piece was very compelling on the main motive of Beijing wanting the Central Tibetan Administration (CTA) to stop RFA broadcasts of ‘splittist’ messaging into Tibet. However I was surprised that you missed one big piece regarding ‘opportunity’. The CTA obviously could not simply stage a coup at RFA on its own; it needed the opportunity. Reasonable people will not be convinced that your prime-minister Lobsang Sangay’s “charm” (as you put it) was all it took with RFA president Libby Liu (although I’m sure she was charmed by him in more ways than one).”
My friend was right. What was the key CTA used to unlock Libby Liu’s cooperation in getting rid of Jigme Ngabo?
In a detailed and lengthy policy analysis for the Heritage Foundation on China’s global propaganda warfare and weakening US response, Dean Cheng (a leading specialist on China’s military and foreign policy) noted that “American strategic communications effort is declining” and “… this decrease in America’s strategic communication channels, coupled with the spike in PRC broadcasts, has sparked bipartisan concerns. For example, Representative Zoe Lofgren’s (Republican) recent letter to the BBG (U.S. Broadcasting Board of Governors) questions the decision to consolidate Radio Free Asia, Radio Free Europe/Radio Liberty, and the Middle East Broadcasting Networks, echoing concerns expressed by Representatives Dana Rohrabacher (Republican) and Nancy Pelosi (Democrat).”
This short-sighted decision to “consolidate” and shrink the various networks has been made largely for cost-cutting purposes, and has understandably made the directors of the various networks nervous about losing their jobs. But Ms. Libby Liu of RFA appears to have ambitions of becoming the supreme boss of all the combined networks, and has been cultivating the friendship of important people to ensure her bid for the top position.
The key that the CTA was able to dangle before Libby Liu and get her to agree to their wishes was the prospect of access to His Holiness the Dalai Lama. Libby had probably wanted all along to get close to His Holiness and use that closeness to impress the BBG into allowing her to become president of the combined radio networks. The problem for Libby was that since his first visit over a decade ago His Holiness had not visited RFA at Washington DC, possibly in part because of prime-minister Samdong Rimpoche unstated but effective boycott campaign against RFA. It is possible that Sikyong Lobsang Sangye made the first offer of access to the Dalai Lama to Libby and RFA. It was only after Lobsang Sangye became prime-minister that the Dalai Lama visited RFA. He was accompanied by Lobsang Sangye and former PM Samdong Rinpoche, both of whom used the occasion to complain bitterly about RFA allowing the participation of those opposing the CTA.
Of course just a single visit by His Holiness to RFA would not really serve Libby Liu’s plan to demonstrate to the BBG her closeness to the Dalai Lama. So more opportunities were created for her meet His Holiness in Dharamshala and various other places he was visiting. In fact Libby Liu and Sikyong Lobsang Sangye seems to have, on a number of occasions, followed his Holiness together wherever he traveled.
One such “payback” opportunity to Libby by CTA is made clear in a leaked email from Libby Liu’s right-hand man, Kalden Lodoe, that a number of Tibetan media outlets received a few days ago. Libby is currently in India and will be given a grand red carpet reception in South India, where she will get to meet publicly with His Holiness in Mungod, and even be given a chance to make an address to the crowd herself. This all appears designed for her to be able to impress the BBG with how “in” she is with the Dalai Lama. In the email Kalden writes “I would request if the settlement officer in Mundgod could arrange for Libby Liu to address the gathering of those who will be attending His Holiness’s teaching.”
What on earth is Kalden Lodoe requesting? That this woman Libby, at some point in the Dalai Lama’s teachings, get up on the podium and give a speech? I have never heard anything so disrespectful, even sacrilegious, than this. And we see in the itinerary that Sikyong is also meeting Libby Liu on the 24th at the Hyatt Regency in Delhi. How many times does he have to meeting this woman? What is so urgent?
Another earlier “payback” to Libby seems to have happened in London on October 23 at an event organized by Legatum Instititue where His Holiness participated in a discussion on “Ethics for a More Prosperous World.” Sikyong Lobsang Sangay arranged for Libby to meet his Holiness at this venue. According to a witness there: “Libby Liu was always seated next to His Holiness in a way that was too close for comfort”. Incidentaly in the sidelines Lobsang Sangay and Libby Liu appears to have had a meeting where Jigme Ngabo’s dismissal was discussed.
His Holiness has made it absolutely clear that he has retired from politics and official business and is now entirely involved in spiritual practices and humanitarian works. For politicians and functionaries to follow him around, to stalk him as it were, all over the world, in order to have photo opportunities with him or harass him for his support for some self-seeking scheme, should rightly cause outrage to any red-blooded Tibetan who cares about His Holiness.
Even on earlier occasions where Libby Liu met His Holiness, her way of seating herself close to Him seems highly improper. I came across a couple of photographs of her at the BBG website doing just this. The second photo from the right was really upsetting, even sickening. I am not going to put up the photo on this website. I would like to request all Tibetans to contact the BBG and get them to take down that photograph.
I think it is outrageously irresponsible of Lobsang Sangay to allow this woman to meet His Holiness so many times in order to gains some political advantage from her. Shouldn’t he have been aware of her background? Before she was RFA president she was a deputy DA in San Francisco where she was involved in a sex scandal with another DA (two days before her marriage to another man) in what was well known as the “Office Whoopee Case”, and which became the butt of jokes in “Late Night With David Letterman.” Just Google “Libby Liu San Francisco Chronicle” for the news reports.
Of course His Holiness’s conduct in this matter is beyond reproach. We all know he is affectionate and holds hands with everyone he meets in the most natural and compassionate way. But misunderstandings can happen. We had problems in Dharamshala before in the 90s when the Office of Religious and Cultural Affairs (chodon leykhung), against the advice of the Office of Tibet in Japan, arranged for Shoko Asahara to meet Holiness and even have a picture taken with him – a giant enlargement of which became the central icon in Asahara’s temple. When this cult leader was arrested for the Tokyo subway sarin gas attacks and the photograph discovered by the police and the press at his temple, McLeod Ganj was flooded with Japanese journalists, TV people and a few who seemed like police or intelligence personnel. I was there at the time.
Thankfully, after a couple of weeks CTA officials, also myself and others, managed to convince the Japanese press that His Holiness had absolutely no relationship with the cult leader and that the audience in Dharmshala was a just a single routine event. But even now the big lie about His Holiness’s relationship to Asahara is used by China’s propagandists in the West and by Shugden devotees in their counter-attacks against CTA. Just having the truth on your side is not enough. It is nearly impossible to fully contain a scandal once it has broken out.
A couple of years before that, Vanity Fair published a somewhat snide report on His Holiness at a party for Hollywood celebrities. My colleagues at Amnye Machen Institute, Tashing Tsering la, Lhasang Tsering la and myself, met a senior official of the Private Secretariat and briefed him on how absolutely vital it was for the Secretariat and the CTA to vet everyone the Dalai Lama met and ensure they dressed and behaved in a seemly manner, so that no misunderstanding could ensue. We also told him how the Western press’s enthusiasm for His Holiness could not be relied on and we always had to be very careful. I think I even wrote a brief editorial on this for Mangtso. I remember a contingent of women charging into our office in McLeod Ganj screaming that we were spreading lies about the Dalai Lama.
The most important thing for all Tibetans is to ensure that this whole RFA scandal is resolved quickly but also justly. Right now the discussion is within the Tibetan community and some of our supporters, and we should try and keep it that way. Speaker Pempa Tsering, in his snarky letter to Congressman Rohrabacher, was arrogant and stupid enough to cc a copy to President Obama. Doesn’t this politician realize that strange letters to the president (especially from abroad) are investigated by the Secret Service and the FBI. These days matters being investigated by the FBI have an unfortunate tendency to leak to the press.
I think the best damage containment strategy we can implement right now is for the exile-parliament (sans Pempa Tsering) to conduct a full-dress investigation as I have suggested in a previous post, enough to satisfy all concerned so that we can put a tight lid on this mess. Of course the special investigative committee will have to be completely non-partisan and will have to issue a report that is not only honest but also exhaustively comprehensive. Everyone connected with Libby Liu and the dismissal of Jigme Ngabo should be subpoenaed to appear and testify at the hearing: this would not only include the main players Sikyong Lobsang Sangay, Dhonchoe Lobsang Nyendak and RFA staffer Kalden Lodoe, but even such supporting characters as Special Envoy and ICT chairman Lodi Gyari, speaker Pemba Tsering and Kalsang “Kaydor” Aukatsang, the Sikyong’s self-described “David Axelrod”.
For the last few weeks when so many of us have been forced to waste time on this issue, incredibly brave and selfless people inside Tibet have been giving up their lives for Rangzen and for the return of His Holiness the Dalai Lama to a free Tibet. It is now a sacred duty for all of us not only to keep up the freedom struggle but to make sure the Dalai Lama’s tremendous international stature and his supreme role as spiritual and sovereign leader of the Tibetan nation, is in no way manipulated or undermined by politicians and opportunists to serve their own narrow ambitions.

I just wonder people are normal and say normal things in this room. Why so a big deal some body fired in his position! To be honest, I like Nagba Jigme’s personality and very strongly support his independent idea for Tibet. There is nothing wrong somebody seeking independent for his country!! but i just surprise that he never ever been Dharamsala and did not have connected central Tibetan Administration at all in the past sixteen years!! How many times he had been China and Hon Kong, there were a number of times he been China and Hon Kong. There is questions to all Tibetans and we need to think about it why he have connected with China? why he did not have connected with CTA! and I think CTA and Chithu, they did good job and they already made clear for the RFA, and the US congressman condemned to the CTA, that is baseless i think.
RFA and VOA have very large audiences inside Tibet and people there are taking great risk everyday try to receive the news from the radios. Both organizations command great respect and trust among the Tibetans inside Tibet. I was in Tibet two years ago, one day at a visit to the monastery an elderly monk pulled me aside knowing I was from abroad and said to me :” We Tibetans here are been beating up and killed by Chinese every day, you Tibetan outsides please keep fighting. We know you guys are doing great job, we know, we listen every day.” So Mr. Jigme la’s dismissal from the RFA is not just about his personal & professional issue, this is a big concern of the future of RFA’s news broadcasting quality.
I have ultimate respect & support for Tibetan Gov. in-exile, which was formed under the leadership of HH and many other hard working Tibetans. Previous generations laid the groundwork and foundation for us, now we the current generation has solemn responsibility to defend the value and integrity of the organization, so we must not tolerate any officials if they try to use their position & power to play politics at the expense of our national interest. All Tibetan who cares of Tibetan cause should now rise up and call for formation of 2 parties in exile government like democratic and republican parties here in the states so they can monitor each other. Otherwise this kind of ugly politics will get worse.
I encourage fellow Tibetans in the states to write to their senator & congressman to call for a thorough investigation on RFA in terms of Jigme la’s dismissal as well as on funds that U.S. congress provide to CTA. We shall not just keep quiet and try to save the face of CTA or whatsoever. Those shameless officials in exile government always use His Holiness’ name as their shield. The ugly truth has to come out.

I am not saying Tibetans inside Tibet are listening RFA because of Jigme la. My parents, many relatives, neighbors and friends in Tibet are long time audiences. They are listening the radios to hears the news about HH and our cause. Point here is not about Jigme la’s dismissal as a person, it’s about for what reasons he was fired. We Tibetans here have duty to monitor RFA & VOA so they can broadcast objective news without outside third party and individuals’ influence, so the Tibetans inside Tibet can receive right message and true story.
But we should not deny that Jigme la is one of the few most qualified people for the post because of his knowledge, experience, and mostly importantly his unbiased attitude to people with different views.
It makes me sick to stomach that those Tibetan officials have been boycotting RFA in the past. No wonder Chinese are treating us like that.

What we need for our new tibetan democracy (which we should all be proud of) is evolution, not revolution. We have a newly elected Kashag and it is important that we support them in their effort to fight for the Tibetan cause and to consolidate more power to the democratically elected Kashag. Regardless of whether you voted for Sikyong Lobsang Sangay or not you must agree that it is in Tibetans interest to consolidate power in our elected body, the Kashag versus other non-elected organizations.
This process will take some time and we should show some patience.
You can elect Sikyong Lobsang Sangay and dismiss him in four years based on his performance, but can you dismiss Chair of ICT, Lodi Gyari or HH Private Secretary? Think about it.

I live in Dhasa and I saw him coming to Dhasa, because older person in the hotel eating are tellimg and pointing us during that he is Ngabo Jigme’s Son and worked for RFA. all of your articles (including this one) concerning CTA’s alleged role in RFA incident looks more like non-fiction novel rather than responsible (and investigative) journalistic pieces on this serious issue of allegation against CTA. Your articles (allegations), its responses and counter responses all argue over immaterial point of whether Sikyong really met Liu or not during those specific (disputed) time in London. Even if he had met her during that time, it does not prove any bit of allegation leveled against Sikyong (CTA) and Liu. The real issue (allegation by yourself) and question here is whether Sikyond (CTA) conspired with Liu in removing Ngapo from RFA ? To that crucial question, your articles do not at all provide any credible, sufficient and reasonable evidence or prove. Instead, your basic arguments and premise (in your pieces) all rests on fanciful and wild presumptions, which do not reflect any hint of responsible journalistic standards and reasonableness.
Here are some of the evidences (your own writings in this article) of your wild and fanciful presumption of guilt of CTA and Liu:

— How do you know (what evidence) of her ambitions.

— Most serious presumption among all these wild allegations is this line or assertion, where you casually pronounced the guilt of both Sikyong (CTA) and Liu without giving any credible (expected) proof. Your entire thesis (or novel) is premised on this line, in which you only showed your proof as presumption (by using “appears to have …discussed”). What you really need to prove (when you are making such wild and serious allegations) is actual “Conspiracy” by those alleged parties in removing Ngabo and interfering in RFA matters. So, you are nowhere near that level of expected reasonable standard of proof, instead you connected dots with your own whimsical and fanciful, fictitious presumptions and imaginations.

— If you are managed to give or show at least expected reasonable evidence (prima facie) of such interference, you don’t need to demand investigation from ATPD, the exile-Parliament will themselves initiate such impartial enquiry.
* But before all these, first, burden of proof is on YOU, who brought such serious allegations, to provide reasonable proof of such conspiracy. Equity demands that burden (thought rebuttal) rests on those who allege certain things. Showing certain facts of their (sikyong and liu) meetings does not at all incriminate their guilt, you must know that.

DOES the private office in Dharamshala know that Liby Liu, with the assist of Kalden Lodoe, has fired Jigme Ngabo for political reasons, thereby harming RFA’s Tibet service at a time when the self immolations are exploding and RFA’s work has never been better and is getting recognitions around the globe?? Why does Kalden Lodoe have the power to get private audiences with HH Dalai Lama for his cronies, when many much more deserving people who have worked so hard for Tibet for so long, CANNOT????? Kalden Lodoe is said to have many relatives in the CTA and is trying to get a relative into Jigme’s job. This nepotism is abusive and harmful.
Things are ppouring in now, and no one can stop it now. Carry on so that the light, if any, at the end of the tunnel will leave nothing in darkness.

thank god you did not incriminate CTA in this allegation. Though I have nothing for and against kalden lodoe, How do you know and what prove do you have of their (Lodoe and Liu) collusion to fire Ngapo? Are you making such statement based on reasonable facts and evidences, or just making casual statements (of he says, she says so kind) because everyone else these days seems to make such wild allegations and theories.

Though I have been closely following L’Affaire Ngabo from the time, Tsering Woeser mentioned it for the first time on her blog (in Chinese), I refrained to write about it.
A couple of weeks after Woeser’s first posting, an English translation was available on the site High Peaks Pure Air.
Now that the issue has come up in the Indian media (see The Hindu’s article below), I feel that I should pen (on the keyboard) some of my thoughts.
Several commentators/actors have already aired the views, this includes an arrogant US Congressman Dana Rohrabacher, clarifications from the Tibetan Prime Minister Lobsang Sangay and a Statement from the Tibetan Parliament.
Intellectual Jamyang Norbu has also given his opinion on the Affaire.
What surprises me most in the entire saga is that the victim (Jigme Ngabo) has not spoken, or a least not officially (though 41 Tibetans from the RFA Staff wrote a letter defending him).
Why defend someone who has not even complained?
Or has he only complained in China, to people like Tsering Woeser?
My question is therefore why taking a side on Ngabo’s dismissal when Ngabo remains silent.
Ms. Libby Liu has also kept strangely quiet. As the boss of Radio Free Asia, it was her duty to show some transparency and explains the conditions under which the contract of Jigme Ngabo were terminated.
To remain silent opens the
door to all speculations.
Ms Liu should be true to Radio FREE Asia, otherwise as Tsering Woeser pointed out, what is the difference between a so-called FREE world and the regime in Beijing.
If she is not allowed to speak, she should consider resigning from her job.
It is also rarely mentioned, but Jigme Ngabo is the son of Ngawang Jigme Ngabo, who worked closely with the Chinese since the beginning of the ‘liberation’ (invasion) of Tibet.
I have often written on Ngabo Sr. on this blog.
It should also not be forgotten that Jigme Ngabo had extensive contacts in China and particularly in the Party. It could have perhaps been useful if the negotiations were to start again.
Or while in RFA’s, has Ngabo walked on someone’s foot in the Tibetan Establishment? It is possible, but one can only speculate in the current opaque atmosphere.
First and foremost nobody asked: who is benefiting the ‘crime’?
Undoubtedly it is the Communist leadership in Beijing who, without doing anything, has shown the world the deep division in the Tibetan society.
It has been demonstrated that Dharamsala’s political stand is not accepted by all Tibetans in the Diaspora (and in Tibet, where nobody immolate itself for the Middle Path).
Radio Free Asia would do a great service to the Tibetan cause by being more transparent and if he has really been victimized, Jigme Ngabo should speak openly and not through proxies.

A row has broken out between the Dharamsala-based Tibetan government-in-exile (TGIE) and Congressman Dana Rohrabacher over the removal of Jigme Ngabo, the head of the Tibetan language service of Radio Free Asia (RFA), earlier this month.
Mr. Rohrabacher has alleged that the government-in-exile was manipulating news coverage of itself and had engineered the dismissal of Mr. Ngabo, who was reportedly not toeing its line on the resolution of the Tibetan issue.
The U.S. lawmaker, whose allegations have been supported by some prominent Tibetan intellectuals, has also suggested that U.S. aid given to the government-in-exile for the welfare of Tibetan refugees might have been misused.
After Mr. Ngabo, a long-time employee of the RFA was fired, Mr. Rohrabacher and some dissident Tibetans critical of the Dalai Lama’s middle-way approach to resolving the Tibetan issue accused the government-in-exile of stifling free speech within the Tibetan community. Demanding an investigation into claims of censorship within the RFA, Mr. Rohrabacher has said, “Jigme Ngabo’s services were terminated for political reasons. RFA needs to continue to be the source for accurate information.”
Mr. Rohrabacher, one of the leading supporters of the Tibetan cause, who had in 2007 called for a boycott of the Beijing Olympics over China’s treatment of ethnic Tibetans, in a letter to the elected Prime Minister of the government-in-exile, Lobsang Sangay, wrote: “Actions taken by you and other Tibetan leaders are eroding the support within the U.S. Congress for the Tibetan cause. I will not tolerate machinations by you or your associates to deprive the Tibetans of the joys of open debate and free exchange of information that RFA has provided.”
He went on to say: “I am also aware of serious accusations that the U.S. funding meant for Tibetans may have been misspent, and perhaps goes into the pockets of Chinese and Tibetan power brokers.” In 2012, the U.S. government gave $7.5 million to the exiled government. .
The Tibetan Parliament-in-exile has responded to these accusations saying: “Keeping in view the objective of the radio service, we have expressed our opinion and concerns in and outside the Tibetan Parliament-in-exile regarding contents of some programs of Radio Free Asia in the past and we shall do so in future as well, which we consider is well within our democratic rights. We have neither in the past nor will we ever in future interfere in its functioning.”
Parliament’s Speaker Penpa Tsering, in a letter to Mr. Rohrabacher made public on Wednesday, welcomed scrutiny by a U.S. agency over the utilisation of funds. “We wish to state in unequivocal terms that any assistance by U.S. received through the Central Tibetan Administration are accounted and audited through proper democratic mechanisms with full transparency and accountability.”
The crux of the dispute lies in the increasing discomfort within the government-in-exile over the self-immolations by Tibetans inside Tibet (almost 80 till the beginning of this week) that has triggered a debate in the exile community about the usefulness of continuing with the Dalai Lama’s middle way approach. Most of those who immolated themselves had been demanding complete independence and the Dalai Lama’s return to Tibet. Those opposed to the Dalai Lama’s policy said Mr. Ngabo irked the government-in-exile by encouraging open discussions on various options for Tibet’s future, including outright independence.
His removal was preceded by several interactions between government-in-exile officials and RFA head Libby Liu.
Jamyang Norbu, a prominent Tibetan intellectual whose contract with the RFA was also cancelled, wrote in his blog this week: “It is an article of faith in the Central Tibetan Administration that if somehow all independence activism and discussion were halted or contained, then Beijing would agree to the “genuine autonomy” solution proposed in the Dalai Lama’s Middle Way policy; or would, at least, resume the negotiations it terminated two year ago.” He went on to say that given the extremely sensitive situation prevailing in Tibet as a result of the immolations “it would not be unreasonable to assume that Beijing wants Dharamsala to stop the “splittist” messaging from exile, particularly from RFA broadcasts, which it firmly believes is fuelling the immolations and protests within Tibet. Dharamsala in turn probably shares Beijing’s concerns as the self-immolation crisis in Tibet and the resignations of the Tibetan envoys have placed extreme pressure on the TGIE leadership’s signature Middle Way policy.”
The government-in-exile’s position, however, is that the steps taken by it in resolving the Tibetan issue are unanimously approved by the Tibetan Parliament-in-exile and the “U.S. government has stood firmly behind us.”

Before the Karlachakra initiation, some years ago, the Dalai Lama was giving a speech to the Tibetan audience in D.C Kalden Lodoe took the Dalai Lama’s hands showed up and down, and the Dalai Lama followed him and confused. While the Dalai Lama is giving the speech in D.C to Tibetans, Kalden Lodoe walked up behind and handed the mic to his Holiness,without bending in respect but instead standing up tall and so arrogant. Every one present there were shocked by the way, this ex monk handles the Dalai Lama, absolutely no respect, or sense of sensitivity, all Tibetans respect the Dalai lama as a Buddha, and Kalden Lodoe deals with the Dalai Lama like an ordinary guy. TGIE has proper system of accounting and transparency about where the fund is being used.There is tibetan parliament in exile meetings specially for early budgeting of funds to various departments and also passing of bills.later on,there is internal and external investigation whether the funds been used properly or not.
There is no fault in the TGIE which is democratic in nature.If there is any problem then the allegations have to made against the concerned individual with facts and reasoning in the tibetan conflict resolve court in TGIE.
Otherwise,allegations will not serve anybody’s noble feeling of educating the masses but rather spread rumours that will creat pain and discomfort to tibetans inside and outside at a time when unity is most important.
For the last few weeks when so many of us have been forced to waste time on this issue, incredibly brave and selfless people inside Tibet have been giving up their lives for Rangzen and for the return of His Holiness the Dalai Lama to a free Tibet. It is now a sacred duty for all of us not only to keep up the freedom struggle but to make sure the Dalai Lama’s tremendous international stature and his supreme role as spiritual and sovereign leader of the Tibetan nation, is in no way manipulated or undermined by politicians and opportunists to serve their own narrow ambitions.

My heart trembled when some well-intended 4 YouthOfTibey compared JN to Gendün Chöphel. For those of us non-Tibetans who admire him, Gendün Chöphel towers in the history of Tibet and is comparable to Lu Xun (whom JN seems to admire, too). I even suspect that the reason there are so many protesters, rebels, and self-immolators in his hometown Rebgong has much to do with his heroic and iconoclastic spirit, still alive when I visited his house just a year ago. Yet the tragic history seems to be repeating itself at this very moment of crisis when another brave soul that is JN is being pilloried, even only symbiotically. The symbolic pillory in 2012 reads disturbingly similar to the tragic death in 1951. Take care, Professor JN!
Our current situation in exile reminds me of Aesop’s fable about a Miller his son and a donkey heading to town, up to the point where the donkey fell of the bridge with its feet tied. In the same sense our elected officials and NGOs seem to be behaving like the Man and his son, listening to all and everyone without their own sense of direction or focus. And the Chinese are not standing idly by, in fact, they are spending millions of dollars to make you drop the “Donkey” and let it drown. The focus should be on Tibet, not what path you choose; by the way, neither has gone very far. The way things look, it is time more participation in the running of CTA should be encouraged by our brothers and sisters in Tibet. With modern day technology and virtual space, a government in exile can truly be run by our brave country from Tibet.

Just for the record, neither I nor Jamyang Norbu fired Jigme Ngabo, which has created a serious crisis in the RFA Tibet service at a time when RFA’s reporting on the self immolations in Chinese Occupied Tibet has NEVER BEEN BETTER – this isn’t a “lie”, Jamyang is simply reporting the facts. RFA authorities may have valid reasons to fire junior Ngabo, as it was done, of course, everybody has the right to express their own opinions; however to my mind, Jamyang la, this time around has made a mountain out of a mole hill. Please remember, Lobsang Sangay is the political leader of the Tibetans,therefore, it would be correct for him to try with all possible means to leverage political dividends in any way he can in favour of the Tibetan issue;if, Libby Liu is powerfully positioned so much so that she could impact the modus operandi of RFA, seen her sitting close to the Dalai Lama is not a big deal, it is unthinkable how a highly educated and forward looking person like Jamyangla is capable of making silly and romantic remarks about the code of conduct for foreign diplomats in posing with the Dalai Lama; we need political leverage and by roping in Libby Liu, even through the medium of the Dalai Lama, i think our political leader is on the right track, politically speaking.

First, the question: How on earth, as the leaked e-mailed demonstrated Kalden Lodoe has such power and hold on CTA, to shout orders for VIP arrangement for him and his boss.
Part of answer can be found from his reach and influence “proudly” provided by his friends who admiringly called him Choe Kalden.
They say he has Trishul, meaning he draws his power from Kungoe Lobsang Gawa, his teacher; Kungo Lobsang Jinpa, his brother-in-law and Chhime Rinzin.
There is a myth( part perpetuated by himself) that it is better to keep him in good humor, otherwise careers get destroyed if one happens to step on his toe, once he start bad mouthing about them to high and above. ( Jigme Ngabo seems to be the latest example.)
All his friends acknowledge that he is boastful by nature and in most cases he would be the one who will spill all the beans himself.( Case of who needs enemies when you have friends like him. Lesson , equally boastful Sikyong is learning now the hard way.)
Among Kalden’s outrageous claims, he has remarked to his friends that except for former U-Tsang Chithue Tseten Norbu, all the people who sought his support has won in election. Among the names he has dropped includes Chithue Dawa Phunkyi, Chithue Dawa Tsering, Chithue Sertha Tsutrim, Chithue Thupten Lungrik and few others. ( Perhaps he seems to imply the power of his RFA show ? Don’t know for sure.)
In fact, he has told people that Chithue Dawa Tsering and Chithue Thupten Lungrik have always ended up paying for all bills at Hotel Tibet feast they had, losing to his political bets. ( What to make of it?)
Using his connection to “Trishul” it was reported that he had resorted to shake down of some rich and powerful Taiwanese Buddhist devotees asking money for some imaginary ” Virginia Tibet Culture Center”. People say he had collected varying figures of money in the name of this foundation. ( Some Chinese documents seems to be available highlighting this fact.)
( His friends say that for past few years he has incurred huge financial loss when his real estate business went down. )
He is also suspected to be the main culprit who planted unfavourable story about Ngari Rinpoche and Dhonchoe Dawa Tsering in Taiwanes press. These incidents seems to at least 3 years old.
His friends also say that Sikyong and Kalden though not best of buddies have joined hands together in getting rid of Jigme Ngabo. Kalden Lodoe has sought financial gains( pay raise) and agreed not to content for post of directorship. Sikyong for his part could get a hand in weeding out people in Radio Free Asia who, he thinks are, not his supporters or fans.
Few of Kalden’s lady friends in Washington, tell us that for past 3 years, he has been trashing Lodoe Gyari and Bhuchung Tsering left and right. There are reports that some how Sikyong seems to like him, for that.
His friends say, not many Tibetan officials visiting Washington, will pass the opportunity of making at least a courtesy phone call, if not personal visit to him. Make believe? They say, latest person to make courtesy call was Kasur Joephel-la. Imaginary, may be ?
About the sexual exploits of this guy, less said the better it is. His friends say he is making up for all the loss years as monk.
Now for any ordinary Tibetans like us, these accusations seem so wild. But then, who in the Tibetan world has guts to kick president of TYC out of kalachakra booth for selling Rangzen and Tibetan-Government-In-Exile T- Shirts? How can one simple broadcaster kick the president of largest Tibetan political organization?
Leaked e-mailed clearly shows Kalden Lodoe giving orders to Sikyong and CTA officials for VIP reception to him and his boss? Can any ordinary Tibetan do that? Forget about ordinary Tibetans, can any Kasur or for that matter can any current Dhonchoe do that ?

Its not Maura’s mistake, its Jamyang Norbu who is misleading the Rangzen warriors including Maura, and other foreigners who truly support Tibet. JN is misinforming, miseducating such people in order to express his own personal hatred towards certain people like Lobsang Sangay, and Buchung K Tsering. I am a follower of those who propose Rangzen but I also believe in compromise between the two extremes; Middle Way and Rangzen. At this time however, I see no movement forward on either camps for an expedited solution to the grave situation in our fatherland, and that worries us the common Tibetans. As you may well know, the Great Mahatma Gandhi believed in compromise and was the great glue that bound the majority of the Indian freedom struggle movements together against the British Raj. Gandhi ji did not lose sight of his goal but was willing to choose different tactics to achieve his goal in the broader sense of ahimsa. Speaking of courage, don’t you see the extreme example that our brothers and sisters in Tibet are setting for us with their lives?

People should know that Jamyang Norbu la has no personal issue with Sikyon or CTA. CCP is very cunning and not trustworthy.In 2008,when CCP needed to have good image of china in the world stage ,it offers dialogue with TGIE–which was fruitless–just to use TGIE to fool the world.

You always seem to very critical (destructive) of CTA (established by HHDL)…whose tremendous responsibility and contribution we are all aware of….for example, the school you went to as a result of which you are now able to pen down destructive criticisms in the form of Waiting for Mangtso and the most recent crap of accusing the HHDL, Sikyong and Rep of NYC in dismissal of the Ngabo….which turned out to be completely baseless. So I feel you should stop misleading people into believing in your composition of criticisms. I even doubt your true intention or motive of your criticisms that are not based facts and I not sure how you pay/paid your rent/mortgage. But still if you’ve any sense of Tibetanness left in you…start writing something constructive. If I were you…I would write about How Jigme Ngabo gets to work for a Tibetan Radio Service when his father for whatever reasons (excuses) signed the whole of Tibet OFF to China and now lives a very comfortable life in the catipal of China-Bejing and is known to have quite an influence in the CCP..!!! I am troubled and concerned to hear these allegations from many people such as JN and the likes against CTA for plotting with Libby Liu to force out Ngabo Jigme from his post as the Director of RFA Tibetan section. Let me start by saying that our Sikyong Lobsang Sangay and our CTA officials are not immune to criticism when they have rightfully deserved them. As always human beings make mistakes and so our elected officials are bound to make some during their tenure. Majority of the Tibetan community in exile and the CTA are proud to display many functions of a full fledged democracy implemented in exile without a single acre of our own sovereign land.
I concur with some who think that most of the rationale/logic behind JN’s conclusion that CTA is involved in the RFA scandal, has a distinct smell of a fiction based novel. Giving credit where it is due, JN should be commended for his immense resources that produced an email from Kalden Lodoe to an official from the CTA. I fully agree that his background of being a Middle Way believer has seemingly given him some leverage with CTA officials. CTA should ensure that favoritism based on political ideologies (which can be proven easily without a reasonable doubt) should not be practiced and publicly state so as well.
Again as pointed out by JN, the frequency of Libby Liu’s meeting with HHDL, LS and CTA officials in Dharamsala (also the anticipated visit to Bylakuppe and Mundgod) can lead someone (as JN has) to conclude that there must have been a plot/scheme by all parties mentioned above to boot Ngabo Jigme for holding a pro-independence stand towards the Tibetan issue. I still think that it is way too early to throw baseless allegation simply on a hunch that the timing of the events (with plotting/scheming as an agenda) had lead to Ngabo Jigme dismissal.
I will refrain from commenting on Ngabo Jigme due to my lack of knowledge of him (except what you read on Wiki). The immediate victim here is Ngabo Jigme himself and it is imperative that he make/release a statement about his side of the story unless he has nothing to defend. Giving him the benefit of doubt that he had done a marvelous job during his 16 years of service as the Director of RFA Tibet section, he has to defend himself regardless of where the blame falls upon. The alleged person or group of conspirators should be given a chance to provide their defense also.
Until then it is just “he say she say” and just a lot of noise/gossip within our Tibetan community. We have to admit we are pretty renowned for gossiping and spreading rumors not with malicious intent of-course. My request to all is please refrain from doing just that.

Gandhi was, in your words, trying to compromise with the British in the initial stages, as he was asking only for ‘self-rule.’ But then, as you are aware of, he finally realized that the British colonizers can’t be trusted for that, and the only way out is for total Indian independence, which Gandhi finally opted and worked for – I don’t have to go into the details of history. Gandhi’s greatest, and final movement, was as you know it well: Quit India Movement.
As for the Tibetan struggle under the leadership of Dalai Lama, he has decided that he’s only for self-rule, autonomy or associated status, whatever we call it. One thing is for sure he will never graduate in his struggle, as Gandhi graduated from self-rule to total independence. Dalai Lama, as far as my understanding is concerned, has fully given up Tibetan independence. But the final decision will be made by the Tibetan people. As for them, they are convinced that they can’t live with the Chinese. The self immolations, as you alluded to, are proof of this. The sooner we realize this in exile, the better it would be for our struggle.

I must disagree with you on one point: in my humble opinion a genuine enquiry into interference in the RFA’s independence and the application of US funding cannot be done by the TPiE as you suggest and hope. Not only do they lack jurisdiction over the RFA, they have a conflict of interest in regard to the responsibility of overseeing foreign funding.
Besides, the TPiE have already issued a magnificently short-sighted and hasty rebuttal in writing. They cannot now backtrack and hope to be seen to genuinely conduct the structured and comprehensive enquiry that they might have undertaken in the first place. In these circumstances any outcome from a TGiE enquiry will not be taken seriously. It’s too late, the yak has bolted. I’m sorry to tell you this.
It is now very likely that the US authorities will conduct their own investigation into this scandal, primarily because US taxpayers’ funds are involved. This may take some time to occur, but with such an enquiry we can expect that the key players will find themselves subpoenaed and questioned under oath. Under US law anyone failing to tell the truth under oath would perjure themselves and end up with a little extra “meditation time” in a US institution, one not of their choice.
Unfortunately, this is no longer a matter of “Tibetan peoples’ business only”. I see this whole affair as a cathartic and necessary step to clean out the rampant nepotism and cronyism once and for all. The boil must be lanced.

It is no secret that JN la has his enemies. The basis of such attacks is usually the worn out “against HH ” crap that has absolutely no foundation.

Joe, I agree. Lobsang Sangay is in his element when trying to impress some chinese students. but just that is not enough and maybe nothing much will come out of it- adressing a handful of students. Thank you Jamyang la for such an opening platform where you can debate the pros and cons freely, no matter what is the substance. My friends in inside tibet especially in amdo were saddened and disappoint over the Jigme Ngabo’s firing SAGA. Since its happening, the cloud of seeds is appearing in their thoughts on exile administration, before they view as a SUN but now, a ray of shades is growing.

We must understand that the real question is not about who was fired but rather how and why Ngabo was fired.
The circumstantial evidence that we have can tell us that CTA top official’s dirty hands are there in firing RFA’s Director.
One side charges and other side denies the charges–
One side thinks it’s an attmpt to stifle the rangzen voices given contract termination of Rangzen advocate and other denies it.
There is only one way going out of this mess: that is to have an independent high-level investigation and let them make the conclusion. Guilty should be brought to justice.
Lastly, we should make sure RFA is really free of politics and influence from anybody let alone CTA. In other words, they should give equal excess for the rangzen advocates to voice their opinion.
4 Tibetan Parliament: please stop being childish. You don’t have to side with anybody at so early. Least you can do is to investigate and then calm the situation. When you get so defensive to the charges congressman brought against Sikyong, people will wonder why chithus has to answer as if they knew everything about CTA official’s conduct. Chithus responsibilities lies with the lagislation and scrutiny of the executive. HOw do you know that funds aren’t misspent during the last chithus meeting and today? I am not saying there is but you got to act smart. You don’t have to gang up with Sikyong.
What you could have wrote to the congressman, if at all deemed necessary, could have been something like this:
“Thanks for sharing your concern. We’ll launch a high level investigation regarding this allegation. Chithus and the Audit dept are always working hard to make sure the funds we recieved are not misspent and the records will be submitted upon request. Thank you for your continued support.”
I think more damages is being done by the chithus letter. I will be happy if i am worng on this.

Everyone has its own limitation and equally wish Tibet can be freed soon! We all basically are the victims of the Chinese Nationalists and their destructive greediness. Thus, fundamentally, we have any good reason to be so mean to each other, but have all kind of great reason to respect Mr. JN and those who work hard for Tibetan Government (not CTA) in exile.
We must admit that we are in general are doing well. But, we must not close our eyes and let someone to misleads the public and make serious mistake with good intention. Tibetans, culturally, don’t like to take personal responsibilities.
We are way too much addicted to the ideas of mythical power of blessings (བྱིན་རླབས་) or any kind of superpower who will perform the job that is so vital to regain the freedom on our behalf.
We don’t know how to differentiate one’s religious faith from one’s political view or human dignity to honor the very life we have here on earth.
Chinese nationalism or Chinese Communist Party (CCP) is nothing; they are even not the absolute enemy of Tibet, they are the true enemy of Chinese human rights. If we look the Chinese nationalist political agendas, it is clear that they are the most dangerous foes of Americans or those who pro the value which is represented by Americans.
We Tibetans only have one enemy that is our ego, our ridiculous senseless foolish attitude i.e. I or we are sure right and other or others are unquestionably wrong.
Only Tibetans can destroy Tibetans! Our past history proofs that we are not rational and we particular don’t know how to appreciate the different opinions and unified under the common interesting and same fate.

Now LS became Kalon Tripa in 2011 and Libby Lui was President of RFA since 2005. It is totally incomprehensible.
JN conclusion in the Article is that the Sikyong made a connection with Libby Liu and HHDL so that Libby Liu can impress upon BBG for her president-ship at RFA. Therefore, Sikyong could in-return ask for favor from Libby liu and that favor was to dismiss Ngapo from RFA.
As you read above, the whole premise for this conclusion has classic case of factual error.
I request once again to JN that be a responsible person and Apologize to the Tibetan People for creating such upheaval in community when the Tibet Situation is at most critical time where unity must be maintained.

Let’s for a moment recap what precipitated the turmoil at RFA’s Tibetan Service. We know Ngabo Jigme’s (NJ) forced resignation was leaked his staff pleaded RFA president Libby Liu (LL) to retain his. When their appeal went unanswered, they approached the Inspector General for an investigation against Libby. I bet the investigation us on.
Congressman Rohrabacher’s early action, demanding Libby to clarify why NJ was fired is public, but he has not revealed her response, if any. But the fact that he chose next to write a scathing letter to Syikong Lobsang Senge speaks volumes. We have no other way, but to conclude that a scared LL passed on the buck to Dharamshala.
The Sikong quickly denied his involvement in the firing of NJ, and lined up the Tibetan legislator’s chairman Penpa Tsering, and Tibetan administration’s North American representative Lobsang Nyandak to deny any involvement. Collectively, they ordered the 30-plus Tibetan-American Associations in North American to launch a campaign against the Congressman.
It is only natural that the Congressman’s charge of possible misuse of US funding for Tibet further complicated the RFA turmoil. One wishes it was left for another time. But the issue will have its own legs. Now, it is for the Congressman to follow through with his investigation on both fronts.
With the unfolding exposure of CTA’s clandestine involvement of RFA’s LL and Kalden Lodoe (KL) and their cronies in America and India, it is time for Syikong LS to come clean. Otherwise, CTA under his administration is deep trouble. I also, suspect, the days if LL and KL at RFA is numbered if the rule of law prevails,
My heart goes out to the RFA Tibetan staff who continue to work under tremendous tention and pressure as bearers and messengers of the ongoing self-immolation in Tibet, day in day out. Their morale is down, but they keep working, at times navigating like to ship without its sailor.
I wont be surprised if congressman rohrbacher retracts. Already thepo tulku in tibetan political review is saying that the Congressman has realized he was abrupt in disseminating information. I’m sure its not because he rohrbacher believes all this tamasha is not true. But cta has a way of doing things and dangling HHDL’s name and putting soft pressure on those people who then sooner or later will relent.They then get vip passes and photo ops and end of story. And here we go again. o.k so i’m being negative but that doesnt mean it’s not true. its just the way you look at it. cta and i must say majority of tib people will look at it as no big deal, something to be shoved under carpet, fully convinced that its for the greater good of all.
I have been following this scandal since the beginning. What I don’t like is Tibetans criticizing Jamyang Norbu for dividing or spliting our exile community. As a responsible Tibetan citizen, these issues need to be raised, addressed and more importantly, resolved. And JN is doing just that. Just because he was gutsy enough to address this issue doesn’t mean he needs to be beat down and hushed up. He has the right to express his opinion and concern. I am sure many Tibetans are feeling his concern, especailly those living in DC area and associated with RFA. Anytime an issue involving the CTA cannot be pushed under the rug. As a democratic community, we have the right to question our elected officials when serious allegations are made against them. And these are not baseless accusations. A US congressman accused the CTA and RFA. How much more serious can it get? Why is Libby Liu refusing to give explanation on the dismissal of Ngapo Jigme? This issue would not have gone this far if she had simply given an accoutable reason for his dismissal. However, she is keeping quite and there must be a reason behind it. Moreover, why is Kalden Lodoe the only RFA staff not to sign a petition requesting Libby Liu not to dismiss Ngapo Jigme? And as many asked, why is HE gettting special treatment by CTA? Yes, he was one of the main organizers of the 2011 Kalachakra in DC but at that time he was the Capital Area Tibetan Association President. But currently he is NOT. And his current position in RFA is of a correspondent, Washington correspondent in specific, NOT a senior editor or an editor for that matter. We can ask why he travels around the world with Libby Liu like a personal assistant when he is just a correspondent – Washington correspondent as mentioned in his linkedin account – but that is up to Libby Liu as the boss of RFA. However, what I don’t understand is why CTA is permitting him to have special priviledges? I always would have liked if there was no occasion to criticize the CTA and any exile administrations in general. However, instances in past which has happened directly to me and my peers have led me to strongly believe that nepotism exist in our exile government system and at a strong level. It saddens me to see VIP passes, jobs, scholarships, etc are given to relatives and family friends while sincere, capable, and determined individuals are stomped underneath just because they don’t know have connection with the right person while people like Kalden Lodoe climbs social ladder just because he has connection with the right people inside. Officials of CTA, as ELECTED members, need to explain what is going on. People needs – deserve – to know what is happening and why a US congressman is accusing CTA. There is no smoke without fire!

Chicago — In a meeting today with His Holiness the Dalai Lama, a member of the Broadcasting Board of Governors and the president of Radio Free Asia discussed the BBG’s plan to strengthen U.S. international broadcasting through the Voice of America’s Tibetan service and RFA.
“We discussed the importance of not simply maintaining our programing, but also expanding our reach and positive impact,” said Michael Meehan, co-chair of the BBG Strategy and Budget Committee.
“The Tibetan people go to great risk to hear our programing, and I reassured His Holiness that the BBG is fully committed to the highest quality news and information both inside and outside Tibet,” Meehan said.
RFA President Libby Liu also attended the meeting.
Last week the board unanimously approved a renewed strategy for broadcasting to China that will be reflected in the ongoing dialogue with Congress about the agency’s proposed FY 2013 budget.
The agency is developing alternatives that take into account the roles of RFA and VOA Tibetan Radio, along with VOA Cantonese TV programming and VOA satellite TV capability in China.
At the April meeting of the BBG Strategy and Budget Committee, the board asked key senior staff to form a working group to devise a holistic solution for reaching audiences throughout China, including Tibet.
The Broadcasting Board of Governors is an independent federal agency supervising all U.S. government-supported, civilian international broadcasting, whose mission is inform, engage and connect people around the world in support of freedom and democracy. BBG broadcasts reach an audience of 187 million in 100 countries. BBG networks include the Voice of America, Radio Free Europe/Radio Liberty, the Middle East Broadcasting Networks (Alhurra TV and Radio Sawa), Radio Free Asia, and the Office of Cuba Broadcasting (Radio and TV Martí).
It has been weeks that I had been reading all the RFA SAGA in the news and blog. Chinese newpaper, even in TIbet and China was published(that was surprising to see). If this plot to fire Ngabo la is true then it is very sad. If it is the case then the use of “secrecy and censorship to silence dissenting voices in RFA need to stop.
As I said if it is true(little shady as in the proof of Kalden lodoe’s email), then it is sad that the highest officials and presence of Kundun is doing just the opposite. HHDL always addresed press about, how importance of media and its role should play in society. It is just pathetic that we could not even put that into practice………….. Sad situation for us.

I admire India’s independence movement because there were both extremist and moderate movement.They coexisted along each other and both focused their energy in driving away the colonial rule in India.They respect and aceept each other as two different path with same goal.They never waste time criticising each other but in their respective ways fought bravely against the britishers and finally got independence.

Both the Gandhi Ji and Subash or Chandra shekar azad have their own newspaper where they expressed their views positively to gain support from masses.
The problem with your example is that both of the movmments have the same goal, but with different methodology. We have two different goals. One wants to live under China as Chinese while the other wants to have a country for Tibetans alone. Both the movements are peaceful. So there is a huge flaw in your example.
Another problem is that Mahatma Gandhi actually led the non-cooperaton movements, march to salt, make your own cotton clothes etc etc and recieved Lathi charges on his own head and went to prison himself. He even went on hunger strikes many times. Is Lobsang Sangay marching with the Tibetans? Is he going to prison? Is he on hunger strike to death like TYC? TYC is more like Gandhian movement while we have no idea what CTA movement is about. It is based on give give and move give. More tongue, tongue and more tongue.

Gandhi’s Swaraj (Self Rule) and Baghat Singh’s demand of Independence is two different goal and ofcourse two different path.
Anyway if you see the larger picture, the Happiness wellbeing of Tibetans in Tibet(ie, entitled to fundamental rights) than you may see the coherence of all the people who struggle for Tibet, be it Rangzen people or middle path people.

“Quit India movement” was launched in 1942 when Indian leaders saw clear Opportunity and leverage with British in war against Axis Countries.
It is good to be inspired by those events in abstract sense.
Tibet issue in current geopolitical condition needs more than being an internetivist or all out emotional burst.
Infact, Gandhi was a pragmatic of sort if you follow all his famous movement, coordinating with time and space of British empire.

REgarding India’s method of accomplishing independence in 1947,Mahatma Ghandhi first adopted genuine autotomy for indians because he trusted the then british east india company.Later on,he lost his trust because of their roundtable movements etc.So his slogan is QUit india movement! peacefully.

TYC and CTA before 1989,have same goal of total independence but after signing five peace point in strausberg we ask for genuine autonomy for tibetans,which is fundamental to bring about human dignity or rights to tibetans living in their own country tibet under CCP who treated them like inanimate beings.

This is for those who are trying to shoot the messenger with the hidden agenda of saving Kalden Lodoe by defending Libby’s thirst for power. By asserting Libby became RFA president in 2005, some assumes it has nothing to do with Lobsang Sangye who became Katri in 2011 (Syikong now). Zombies, we are not talking of Libby’s position at RFA (which is hers to lose now), what we are taking about is her conspiracy to become the only CEO after the eminent merge of several broadcasting entities, including RFA. Therefore, she began her game plan to connect and woo dignities who matter, and that unfortunately led to the cultivation of His Holiness the Dalai Lama, Aung Saan Su Kyi of Burma, and Rabiya Khadeer etc. and flirted with BBG board members and beyond….For the Tibetan people, it is very unfortunate that Libby found a more-than willing accomplice in Kalden Lodoe, and together they ruthlessly exploited the weaklings in the Tibetan administration at the cost of the entire RFA. BBG’s Machael Meehan, who accompanied Libby (saw the tabloid type photos!) told His Holiness Tibetan are risking their lives to listen to RFA broadcasts. As it turns out, his liaison with Libby has now become a risk to RFA’s mission.
Netizens should do some home work before engaging in stridulation.
One sincerely hopes that His Holiness is not kept in the dark or misinformed about the gathering tempest. My own hunch is: He will get to hand it, much the agony of the miscreants.
By the way, CTA has acknowledged the Syikong meeting Libby once in London. It seem she was in London with Kalden Lodoe when His Holiness received the John Temple Award.

The BBG should fore Libby before investigation takes full charge, and restore RFA’s programming, and reinstate Ngapo Jime with honor. RFA and not Libby will lose if he sues RFA. And right now, I understand RFA ‘s union is taking the case of eight laid of broadcasters for arbitration.

The Dismissal of Mr. Ngapo Jigme –
A Cause of Disruption of The ideals of A Free Press
As a regular and enthusiastic follower of the Tibetan Service of RFA – over the last decade, I was deeply shocked to hear about the sudden dismissal of the Director of the Tibetan Service, Mr Ngapo Jigme. Under his leadership the tibetan service of RFA has been a reliable and successful channel of news around the globe and especially for the Tibetans in Tibet, who are, as we all know otherwise denied of this privilege of having access to the truth, to an unbias and an undaunting source of information, under the communist regime.
Mr. Ngapo Jigme as I’ve gathered, is very well known in our community and wide beyond, for the high principles and democratic values he holds and practices. His personal qualifications for the post of The Director of the Tibetan Service, and the many years of dedicated service is undisputable.
Thence this issue of his abrupt dismissal and the very fact that no official and concrete reason has been given, makes it a very disturbing issue and therefore I would like to express my deep concern in this regard.
Not wanting to be a silent observer of this injustice inflicted upon a man of honour and in such a humiliating way, ( a disgrace in a land where democratic values build the core and the fundament of the society) I have looked into this issue and made a survey of the matters that very well seem to have played a great roll in this effect.
Herewith I would like to present some arguments and proofs gathered, inorder to protest against this most drastic and unjust action taken under the leadership of the RFA President, Mrs. Libby Liu.
As a matter of fact it is widely known that – the American Broadcasting Board of Governors ,(BBG) as cost cutting measures in such services as RFA and VOA, have considered reducing the number of officials from the administrative sector. So the RFA President Mrs. Libby Liu, under the threat of loosing her position, gravely started lobbying in all the influential circles, inorder to gain support in BBG. She even paved her way to win private audiences with HH the Dalai Lama, who inturn, is deservingly held in high esteem by many members of the congress. With this Mrs. Liu’s intentions are clear.
My survey goes on further, to reveal Mr. Kalden Lodoe, RFA service staff member, who appears to be the master mind behind this whole issue. Realizing the situation and the intentions of Mrs. Liu and taking advantage of it, he mobilized his connections in Dharamsala, in not only gaining private audiences of His Holiness the Dalai Lama for her, but also escorting her in Person to these very audiences, thereby leaving behind a false and pretentious opinion . Here I must mention that Mr. Kalden Lodoe happens to be the brother- in- law of a senior official in the Private office of H.H the Dalai Lama in Dharamsala. This particular official is presently in Washington DC and is assumed to be looking for a job –wouldn’t it be convienient to acquire this presently disputed seat of the Director of the tibetan service – the path seems to be paved free – intentionally or co-incidently!
As the word goes, Mrs. Liu issues an order of a sudden and attractive raise of salary for Mr. Kalden Lodoe. Mr. Ngapo JIgme is said to have disputed this favouritism shown by Mrs. Liu and refused to sign this order.
So clearly , one more stone paved on the path leading to the dismissal of Mr. Ngapo Jigme.
Words from different sources go on further to discuss the other connections of Mr. Kalden Lodoe.
Mr. Benpa Topgay a senior editor in the tibetan service of RFA, has been unduly accorded the Interim Director of the service instead of , as the norm usually goes , Mr. Karma Dorjee the existing Deputy Director. Mr. Tseten Namgyal the senior editor is reputed to be better qualified than Mr. Benpa Topgay. But unfortunately they both stand no chance against Mr. Benpa Topgay, who again has the privilege of having marital relationships with Mr. Kalden Lodoe. In clear text, Benpa Topgay is the father-in-law of Kalden Lodoe’ s brother-in-law. A complicated liason, isn’t it?! But it’s a fact.
Now a little information gathered to describe the person of Mr. Kalden Lodoe….as already mentioned – the master mind behind the whole issue!
In many occasions he is quoted to speak very disrespectfully against monks and nuns in special and offcourse also against his fellowmen. He is said to have referred to monks and nuns as stupid and useless members of the society who make no contributions to the economic welfare of a society. Morals and principles in life seem to be of no value for this particular gentleman. I would like to draw your attention in this regard, to the resonance in his words and that of dictator Mao’s, many decades ago – ’’religion is poison’’. With this in mind Mr. Kalden Lodoe seems to have denounced his monks robes some years back.
During the Kalachakra intiation in Washington DC in the summer of 2011, this young gentleman disregarding the norm and the wish of H.H the Dalai Lama, that the monks and nuns rise as first, to view the Mandala, Mr. Kalden addressed the monks and nuns very harsh and disrespectfully and literally ordered them back to their seats.
On this very same occasion of Kalachakra, Mr. Kalden Lodoe took it upon himself to ban the Tibetan Youth Congress from setting up an information stand on the compounds of the auditorium. He is quoted to have said that this is a religious gathering and there is no place here for political issues. Taking into account such incidents as this, as an indivisual, one gets to question oneself – what the whole Tibetan Cause is really all about!
Isn’t it a shame? Who is this man with an exaggerated sense of self-importance, waving his septor relentlessly in favour of his own personal interests?
So my dear friends, I ’ve come to the conclusion that this is a story of intrigue, of lies, of selfish motives and offcourse of manipulation. In other words, a story of an opportunist . History repeats itself once again!
Lastly, I should also make a mention of the word that went about recently, about the big amount of monetary donations Mr.Kalden recieved from Taiwan – the cause naturally again –unknown!
This prior issue – the dismissal of Nr. Ngapo Jigme, has raised many questions, for instance, Where does all this really lead to? Whats the future of the tibetan service of RFA going to be like? In which direction does it move – that of Xinhua (Official Press Agency of the Chinese regime.) or that of a Free Press,( for that what the service stood for till date)? I’m left with nothing but to express deep concern and disappointment!

Gandhi’s Swaraj, although it does mean Self-rule or autonomy, has a more basic and personalized meaning, and does not necessarily mean acceptance of British rule. At the fundamental level, he is talking about self-rule in the sense that each and every person being responsible for himself/herself as the case may be, a far more philosophic outlook than the one you are espousing. It is a fundamental shift from goverance from the group and more automous in each and every being respsonsible for their own happiness and free from the group goverance. It is a lot more complicated than that of course. This directly contradicts the British mandate of having the state ruling over and having say over the individual.
Moreover,as reflected later on, it becomes imperative that for that to happen on a grander scale, a people need to lead themselves, free from the reigns of foreign yoke. I don’t see it case of political opportunism that prompted Gandhi to swift things as it came and became convenient but rather a slow evolution of his ideas that finally led to the Quit India Movement. As far as his movements are concerned, why do we have to go back to the beginning instead of learning from his examples and adopting the Quit India Movement right away?
And what do you mean “I don’t see it as problem Tibetans voting for Independence if such time were to come”. Of course there there won’t be a problem as long as you believe in “Self-Determination” as you defined it in an earlier post. That means there is only one path for us to follow and that is the path toward independence because Tibetans will overwhelmingly choose independence …looking at from a larger perspective.

A Geshe friend of mine, who is no fan of Jamyang Norbu but follows Tibetan politics,thinks that according to him Kalden Lodoe ” the greatest sin” is his nature of corrupting the minds of young monks.
Geshe-la says that Kalden Lodoe whenever he comes to the monastery , which he often does,would tell his monk -friends to “envy” the life he is living!
He would say sex is the ultimate salvation and put forward stupid arguments like if sexual bliss is not the real thing, why would Geshe Thupten Jinpa and Kusho Jamphel-la, would leave the monkhood, – trashing other respected people along the way in his usual way.
Geshe la says whenever he accompanies some Taiwanese or Korean woman to the monastery, he would shoot his dirty mouth to the young monks like:
” Kae Gangde Duk? Ka sa theng sum.” Meaning, “Hey, how is she? Had her three times last night.”
The source says his strength is, he is a shameless guy and will effortlessly stick to any high officials like ” Bue-paepa” – blood sucking leeches and high officials fall to his flattery and promote him like some sort of ” high achiever.”
Geshe-la says he looks upon people like him out to unwittingly undermine the sanctity of monks and monastery as kind of manifestation of Doyal or Shugden.
But here in Mundgod at the site of His Holiness the Dalai Lama’s teaching, he is not the evil incarnate of JN’s blog. He is very much the reputed prince charming riding on a white horse, felicitated with VIP receptions by senior CTA officials.
The settlement officer, Mr. Balwala ( Mr. Thick Hair ) as we call him here is all grunt and growl, as he has to do the biddings of His excellency the great Sikyong Chemo. Please don’t mistake with Ma’chen Chemo.

This analogy might go way off the mark, but I would still stick my neck out to say that Tibetans inside Tibet are breaking ‘the deeds of rules’ of the Chinese system in their protests for Tibetan freedom. This issue is not just about Ngabo Jr., LS, Kalden lodoe, Smadhong Lama, Penpa Tsering but about us which will have a huge impact if no one challenges the wrongdoings. We all don’t want to see another 10 years of Samdhong Rinpoche where despotism almost same as Chinese regime short of torture and killing.
Also, we should think that It not overshadowing the grim picture coming out of Tibet- many opined and questioned if JN has something more important to do- as if we have something to do if we are not involved in this discussion.
But in reality, we are being responsible by making sure we function democratically and truthfully and that we are not hypocrit by sweeping all these issues under the rug when the mistake is done by our leaders.
When freedom of speech is stifled and when someone is targeted becuase of his political opinion, it doesn’t matter who that person is, we must all condemn the action.
Can you imgagine if you are highly educated and has all of ideas but every different from mainstream political pundits, and you have been targeted for you opinion and fired from your job- What would you feel?
Serthar Tsultrim accused JN for raising this issue and not focussing on Rangzen movement. I wondered, what would you do if you are not ready to stand up on your principle- ie, doing the right thing even if it is not popular.
Imagine, if Serthar Tsulrim’s position as editor of that newspaper becuase of his rangzen stance, how would he feel.
So, i wouldn’t join any organisation where there are people like Serthar Tsultrim- with no moral prinicipal, oppotunist, and always ready to jump with regionalism.
So, in the end- we all can see that Jamyang norbu is a brave and an honest Tibetan intellectual without him, Tibetans will be doomed by psuedo Khewang like Samdhong Rinpoche and LS. Jamyang knows that by doing this unpopular yet right thing to do to open up our society to function transparently, he gets nothing by rebuke and condemnation.

Jamyang norbu is not like us, looking for self benefit, buttering up higher ranks. He speaks truth and that is why people does not want to hear it. For me he is so inspiring and role model for the young blood who grew up here in United States. My parents generation… Even though they have opinion, they will tell us in the living room,do not speak that word to outside friends, it is not good, people will think that we are not supporter of Bodshung.I am tired of that and way over not to carry that habit of torch to my future childrens.My parents are like this time, Nyingye Ngabo la, he is such a simple and nice man, does not hurt anybody but still bash by CTA, at the same time when they talk with friends they are afraid to speak their mind. They will say what other friends want to listen. I am so tired of this cultural tibetan thing.
So for these rreason I admire Jamyang Norbu for standing the truth. AS HHDL always used to tell. you youngsters are the future seed of tibet and TRUth will prevail at the end, I believe that Censoring RFA is not the truth and Ngabo la should be reinstated again.

You don’t really think a Congressman would say such things with no basis! Remember the letter signed by almost all RFA staffs supporting Jigme la. Remember Woser la’s concern. My friend Kalsang called me last night and said there is a big PROBLEM on ngapo and I should visit this blog.
So I came here, went through things and see no PROBLEM, just normal Bhoerig behaviour that is in our blood.
Deep down bhoerig knows “ birth comes after death comes birth” and we are bored to death with this mantra and need some mental stimulation.so we took on gambling & speculation to cope with that boredom.Whenever we have party, we play majang,baboong,flush,marriage…and that is the case for birth party or camping or dinner events.And whenever we are waiting with friends outside of Dhonchoe lekhung to meet the secretary, we speculate with’’I think he is the dhonchoe, he looks relatively old and well dressed’, friend would say ‘No,that one is dhonchoe, he is wearing migshey”..so goes on to be the normal bhoerig. However,Bhoerig are one stage ahead of our inji rational friend, they would with their rational mind ask ngapo or kalden ,libby or RFA employee to get to the bottom.But we know that’s not fun! So I am happy to see here Normal bhoerig.

The Tibetan community in Washington DC has begun sharing unconfirmed whispers from India, Mungod to be precise, that Kalden Lodoes’ and his wife have separated, according to my sources. And people have reason to believe it is time, the source volunteered some more information.
He alleged befriended one the Korean sisters working at RFA in the late 1990s. Soon he got married to Lobsang Jinpa’s niece. Eventually the sisters left RFA and moved to New York. Soon after that an extra-marital affairs with the local Tibetan woman was detected, prompting his wife to stage a coupe and caught them red handed. I understand they have a under age child from his marriage. And his outrageous liaison with Libby Liu which has rocked RFA Tibetan service is unforgivable.

No one is above the cause of Rangzen; not even Kundun. No one has the right to cede our land or negotiate it’s independence. All this rant about the former Kutras compares nothing to what the CTA and Kundun have done by ceding away Tibet to China. Equally guilty are those people who continue to support the annexation of Tibet to China, for a middle path policy that ensures the end of Tibetan independence.

@151—Karma Tshering, you made an interesting and valid point. The middle way policy led by kundun caused and continues to cause immeasurable damage to our struggle. Their policy and some of the decisions that were made in the last few years, including changing the name of the TGiE and Kalon Tripa, will have far reaching consequences than anyone can imagine. I will not be surprised if there are some more significant changes in the pipeline that will further dilute the struggle of the six million Tibetans.
There are people who accuse kudraks and Ngabo for the downfall of the Land of Snow Mountains. It is worth taking a serious look, one more time, at what former kudraks and Ngobo did, and how their actions differ from the policy kundun and the CTA is currently pursuing. In reevaluating their actions, if they should be continued to be called traitors, what label(s) should we assign to kundun and the elected leaders?
If kundin had the foresight of Ngabo (if Ngabo really did try to sell Tibet), so many lives would have been saved and so many pamo (women) of our own blood would have been saved from being raped. Also, we could have saved hundreds and thousands of our own people from being tortured in dingy prisons.
What about patriot Tibetans burning themselves to death? Any explanations that attempt to show that those courageous Tibetans gave their lives only to demand that they legitimately become a part of China will not convince the most illiterate and ignorant person in this world.
The real demands of those who gave their lives and aspirations of the family members of those deceased souls and the rest of the Tibetans in Tibet can be accurately assessed once we have an opportunity to go back to our phayul. In this sense, I wish the middle way policy of kundun materializes soon, preferably during his lifetime. I will not be surprised if the families and friends of those patriots and others assemble in front of Potala Palace to protest the middle-way policy.
We know that the Chinese have already granted autonomy to Tibet. They have created a Tibet autonomous region under their constitution. If kundun and the CTA sincerely care for the well-being of Tibetans living in Tibet, they should accept the Chinese terms for autonomy without any further delay. That way, we can save our brethren from so many pains and sufferings.
Tibetans have suffered greatly, lost thousands of lives due to the Chinese occupation. Early on in the plight, Tibetan leaders and it’s people struggled and regrouped vowing to fight till the day we regain our country. Everything was going well until 1988, when our leader, the Dalai Lama renounced our goal of independence. It was the saddest day in Tibetan history, when we declared to become part of China. Our struggle was abandoned, and we ceased to be principled and steadfast in our determination. We have failed grossly as a people in defending our freedom and independence from our occupier.
@155, Karma Tshering, Based on my experience and ground realities it may not be accurate to say that “…we failed grossly as a people in …” I never saw any deficiencies in the Tibetan people’s determination to challenge Chinese rule and regain our freedom. Whenever and wherever necessary, hundreds and thousands of people gather to participate in any protest events in free countries. In Tibet, despite harshest consequences, people took to streets to protest Chinese rule on numerous occasions. Moreover, over 90 people burned themselves to death. Therefore, it is contrary to truth if anyone tries to suggest that we failed as people to protect and reclaim our own land.
The fact of the matter is that we never had a strategic leader who provided clear and consistent directions to regain our country. In the ever changing direction and strategy of the Tibetan leader, the saddest part is that, the Tibetan people are never consulted. Wishes and demands of the Tibetan people are almost always conveniently overlooked. Changing the name of the TGiE was a case in point. At that general meeting where this issue was discussed, it was reported that over 80% of the representatives of the Tibetan people who attended the meeting were against the change of the title of our govt.

The Strasbourg proposal is now dead!

@ 156 Boepa: I commend you on your educated and logical explanations. You are also right, and I stand corrected about the “failure” as a people. My reason partly arose from the blind faith mentality of our people, that allows our leader, Kundun, to do anything he wishes, including giving up on independence. That he is the embodiment of Chenrenzi, and anyone who questions him publicly becomes an out cast, if not a victim of harassment and destruction. With this kind of fear among our people and communities, where is free speech and true democracy? Why is Kundun advocating democratic values on the one hand, and not protecting the safety of people who want to express their views in disagreeing respectfully with his policies? This is no different in the case of the Shungden controversy, where he issues no protection to the worshipers, while “allowing” them to practice. Although, I am not for or against this religious matter, it has brought much unwanted shame and embarrassment to Tibetan Buddhism. The reason people are not consulted and referendums conducted is because it is assumed not to question Kundun, once his decision is made. It would make him “unhappy”, so we must not go against it, and he who does will pay for it dearly one way or another in the time honoured ‘thorgiray’ fashion. Our people are shit scarred to come out and be identified, and therefore we highly respect and value men like Jamyang Norbu for his courage and convictions in standing up where truth and free speech is expressed freely.
