I would like to thank the Central Tibetan Administration (CTA) for joining the discussion (thru facebook) on my blog regarding the dismissal of Jigme Ngabo from RFA. This is a tremendous improvement on the policy of “overt disdainful silence” and “covert aggressive marginalization”, adopted by previous administrations towards my modest efforts to bring about informed democratic debate within Tibetan society.
CTA Press & Media issued this statement today: “In a recent article by Jamyang Norbu which appeared 27 November 2012, he states that Sikyong Lobsang Sangay and Representative Lobsang Nyandak met with Libby Liu in June this year in London regarding Radio Free Asia’s Tibetan Service. The statement is inaccurate as neither Sikyong Lobsang Sangay nor Representative Lobsang Nyandak were in London during that time. etc.,”
In the spirit of this new openness I would like to make a partial admission of inaccuracy in this matter. I say partial since I did not make a categorical statement but wrote that “It also appears that in June of this year Lobsang Sangay, Libby Liu and Lobsang Nyandak… met in London.” But I was wrong on the matter of the month and I would like to thank CTA for clarifying this point.
I rechecked my notes and came across the actual month and exact date, plus additional information. On October 23, 2012 His Holiness was in London and participating in an event organized by Legatum Institute . On the sidelines of this event the meeting between the Sikyong Lobsang Sangay, Representative Lobsang Nyandak and Ms. Libby Liu took place. In fact the Sikyong was in Prague on October 21, and I understand that he jetted to London specifically for this meeting.
Since CTA is in a such a positive responding mood, it could perhaps explain to my readers what exactly transpired in this meeting with RFA president Libby Liu in late October, a few weeks before Jigme Ngabo was fired?
I would like to apologize to the reader for this inaccuracy. I am like one of those one-man bands you sometimes see banging and tooting away at subway stations. If the occasional note is missed or falls flat I can only hope the audience appreciates the inherent limitations of such operations.
I dont trust the cta to get to the bottom of it.They all have to scratch each others back to survive and thrive coz they’re so attaached to their false sense of importance and authority.
I would also like to thank CTA for the prompt response to Jamyang la’s previous article. It is refreshing to know they are responsive and have their ears tuned to the music of the common Tibetan populace, subway one man band or not. That is indeed a marked improvement and speaks volumes about the professionalism of the current group and I hope further clarification will be made regarding this episode. For what it is worth, no matter the nature of the dialogue, it is with pride we can safely say that we are enjoying a transparency hitherto unprecedented. I applaud both Jamyang la and the administration for this open dialogue and am observing it with keen eyes and ears.

Thanks for the clarification from both sides. Jamyang Norbu la should not guess anything on the matter. This is a serious issues involving our Exile govt. You are the fiercest individual who bud head with the Exile administration. Anything you write needed to be solid credible otherwise you lose the credibility of your writing. I know this is a very important issue. When US Congressman Dana Rohrabacher’s criticized TIbetan PM Dr Lobsang Sangay, CTA and other Tibetan leaders on RFA issue. All of sudden Tibetan communities in West, later Kashag and Parliament jump in a defensive mode. I think most of us missed the main point. But Woser got it in a right way. so before further debate and discussion Please read it!
I expect a response and action from RFA after all this scandal. we deserve the right to know the reason behind all this issue.

After seeing US Congressman Dana Rohrabacher’s letter to the Central Tibetan Administration Sikyong Lobsang Sangay, I was shocked in the same way as I first heard the news that Mr. Nagpo Jigme was dismissed by RFA. Since at present the information I have obtained so far is incomplete and there is also the language barrier, it might be possible for me to misunderstand the situation. However, based on what I have seen, I feel the need to express my views:
1. Mr. Ngapo Jigme was dismissed by USA’s Radio Free Asia and not by the Central Tibetan Administration, therefore, in my opinion, in relation to this incident, Rep. Rohrabacher has to direct the responsibility of investigation towards Radio Free Asia’s management, not towards exile Tibetan society.
2. I think that individuals as well as organisations have the right to like or dislike a media, this opinion can be expressed; if this is merely an opinion, this is not overstepping any boundaries.
3. What is important is media independence, external matters or attitudes should not have any bearing on personnel matters or moreover the content of the news, this would be stifling the freedom of the press. Even if Radio Free Asia is motivated by its sympathy to the Tibetan cause, it cannot violate the basic principles of the democratic freedom of the press. That kind of activity would actually be harmful to the Tibetan cause.
4. For more than half a century, the Tibetan exile government has made tremendous contributions that is clear for all to see, Rep. Rohrabacher’s criticism of Radio Free Asia’s dismissal of Mr. Ngapo Jigme should not turn into sweeping generalisations.
5. I believe that Tibetan exile society needs to raise the level of its own political modernisation. This kind of modernisation is not just the appearance of democracy only on the surface but a real understanding of and compliance with the ideas and principles of democracy, especially to accommodate a variety of views, receive criticism, as well as to monitor those who are in control, these things are the true essence of democracy.
6. I am grateful to Rep. Rohrabacher for his attention to the Tibet issue, at the same time I hope that Rep. Rohrabacher will withdraw criticism directed toward Tibetan exile leaders, and instead direct it towards Radio Free Asia.

Thank JN for bringing up this important issue. I can see many people don’t like it but there are many others like myself who thinks it is really important in democratic society to have such free discussion and free voice for which we are fighting for.

Although it seems there’s a blame game going on between individuals here, we have to see that there are two very critical issues in question.
First issue is what we all know, Rangzen and Middle path debate. Second, the question of free speech and difference of opinion. However, the two issues are often misunderstood when it comes to our struggle.
I believe no one has the right to doubt the integrity of both sides. But, as much as I want independence for Tibet, honestly, the only person who has struggled his entire life for Tibet is H.H the Dalai Lama. Just as an ordinary Tibetan, His Holiness has proved the struggle is a lifetime work or perhaps many life time in his case and not as per convenience for the rest of us. i can’t say everyone but there is no one besides those that are burning themselves in Tibet that can stand up and say what they want for Tibet. Every struggle and especially freedom struggle requires dedicated life time selflessness. As Tibetans we do what we can and what is in our capacity, but it is not enough and does in no way give us the right to challenge choices made by those who have. So, if H.H has made the choice of middle path as the leader of Tibet, he has the right, and if the martyrs have spoken for independence, it is their right. What the rest of us can do is follow them unless we can rise to their level of dedication.
As for freedom of speech and difference of opinion, no one can take that away. If CTA and particularly Sikyong Lobsang Sangay or Lobsang Nyendak had anything to do with RFA debacle, we have the right to know the truth. What action should be taken against anyone including the US congressman that raised this issue, is for us all to decide.
I have written an open letter to our North America representative Tashi Namgyal la and he responded. I requested him as our representative to dig the matter and bring it in the ATPD session. I am sure he will keep his promise. Whatever comes out of this democratic process then, we as concerned and responsible Tibetans have to follow up to make sure the culprit pays. If freedom of speech has been violated, it should be addressed categorically be it resignations or reinstatement of the person at RFA. If the accusations are wrong, Jamyang la and the US Congressman both should be brought to court for defamation by CTA.
When people are dying for freedom and free speech in Tibet leaving messages of hope, no one has the right to demoralize them in any way, not whether you’re a politician and doing things that is best for Tibet by your judgement or by a writer sitting in the comfort of home.
I have spoken to several sources in Washington connected with the US government, who SAW Libby Liu and Lobsang Sangay in London twice this year, in July 2012 and on October 23rd, 2012. HH Dalai Lama was in London for a symposium on that date. Lobsang Sangay flew in from the Czech Republic just for the event and to meet with Libby Liu. A witness said: “Libby Liu was always seated next to His Holiness in a way that was too close for comfort”. And just a week later, she fires Jigme Ngabo for personal and political reasons, causing immense harm to Radio Free Asia’s Tibet reporting at a time when the crisis in Tibet is escalating and RFA’s work has never been better. Ms. Liu, Kalden Lodroe and Arthur Ashe, a BBG Board member, are presently in Mundgod, for HH Dalai Lama’s teaching, and documents now available on-line from Kalden Lodroe requested Lobsang Sangay’s office to arrange VIP treatment for Ms. Liu. After she has done such irreparable harm to the Tibet service at RFA, why is she getting such favorable treatment from Lobsang Sangay and his colleagues???
Ngapoe must have got some fat severance package.
There is a circumstantial evidence that Ngabo was fired because of the pressure from CTA official present and Past. It seems that main person behind pressure is Mr. Lobsang Tenzin (Samdhong Rinpoche) as we can see his chamjagiris (such as Chithu Penpa Tsering, Lobsang Nyendak, Kalden Lodoe etc) are actively engaged. I don’t see any reason why NY Dhonchoe Lobsang Nyendak to be in London when there is another representative at London if at all official. Is he representative of Samdhong Rinpoche? or just enjoying a free ride with CTA dollars?
I couldn’t imagine LS, a Harvard Legal scholar and proponent of free speech and openness to engage in such tactics. Sikyong seems to be dragged into this mess by our powerful man, The king of Exile Politics- Mrs Lobsang Tenzin (Samdhong Rinpoche). Looking at Kalden Lodoe and Mrs Liu affairs with the Pvt office, it is not an exaggeration to say that Mr. Lobsang Tenzin (Head of the Gaden Phodrang trust)had made significant pressure to outs Ngabo Jigme.
If thats true, Mr. Lobsang Tenzin is abusing the honour and prestige of HIs Holiness the Dalai Lama’s office and we should not tolerate.
TO end this mess, Sikyong should make sure such tactics will not deploy in future with by him or by any Officials under his jurisdiction. Appoint an high-level inquiry committee (preferably comprising to people not so friendly, yet reliable group of Parliamentary) to make sure we did what needed to do. We need to earn the trust of US Congress- even if it involves one congressman.
Congressman should ask the the board of Governors of RFA to investigate and put President Liu and Kalen lodoe on administrative leave until further notice or atleast until investigation is done. The guilty should be fired!
Remember! this is unprecedented and don’t make it a repeated occurrence for the loss is for the Tibetan nation and not for LS or SR or JN. We should make sure we preserve the dignity of the office of Sikyong and Gadhen Phodrang
It’s Time for Sikyong to Rein on the Exile politics by detaching himself from the exile old guard headed by Mr. Lobsang Tenzin. It’s time to take exile politics to the next level- reach out to different groups and opponents, and chalked out a bold plans and initiatives for future Tibet.
Today, Obama is hosting Mitt Romney at the white house- two different ideas to help America grow with almost same numbers of supporters- Some may say it is just a show but it is a great gesture! Bipartisanship and cooperation is what needed America the most to avoid the looming fiscal cliff and Obama is doing that.
How long will it take for our sikyong to be bold like Obama? Tibet is in crisis with no leadership and guidance from Dharamsala- we are in such a pathetic state.
DAVENO – I belive Mr Jigme Ngabo was offered a severance package and TURNED IT DOWN because he was fired unjustly and without due cause. Jigme has behaved with dignity and decorum throughout this crisis.

Wow, this is amazing. This is what democracy is all about. Initially, I was both dazed and ruffled at the mishmash at RFA. Subsequent to the abrupt dismissal of Ngapo Jigme there were finger pointing and mudslinging, comments from Woeser on her blog, our Congressman’s razzmatazz, JN’s elaborate article on the subject with photos of our prominent figures, and a lot of hullabaloo among the general folks, to say the least.
As the saying goes there’s silver lining on every dark cloud, and the silver lining here is that gangchenpas seem to be truly energized by the nascent Hodgepodge at RFA, and all the mumbo-jumpo. Now the ball is on Miss Libby Liu’s court, and let us wait and hear what she has to say.
In retrospect, the very fact we are able to express our opinions unfettered is true indication that we are exercising our democratic rights, namely freedom of speech. Boy, am I thrilled cause everyone in exile seems to be engrossed in the RFA affair, which means our people are concerned and interested on the subject, and get to the bottom of it.
On a personal note, I must say all involved in the RFA controversy are freedom fighters though each individual takes a different path in attaining freedom. Where as, our patriots existing in occupied Tibet are pathetically devoid of such freedom, and consequently, resort to self-immolating themselves out of frustration. The toll has climbed to 89 as of now. Om Mani for those selfless patriots.
The bottom line is RANGWANG or RANGZEN.

You do not have valid argument whether Sikyong met with RFA’s Ms.Liu and even so, how can you speculate that they talked about kicking RFA Director? How can you proof that they talked on it?
Any recordings? What do you say about Sikyong meeting with BBG member, Senators, White House officials, Medias, Tibetan Americans, Supporters?
Trying frame an individual who is leading Tibet is a sad task of a tibetan fluent in English. I suppose writers have more strength of reason and clue in their writing. Tibetans in the free world should exercise free speech in the context of repression in Tibet. If you are an intellectual Tibetan, now is paradoxically the best time to use your intelligence and strength to write about the horrible Self Immolation taking place in Tibet.

Democracy without freedom of speech and press is like body with a soul. In fact, we should have no right to call this sham, a democracy.
Also understand that it is not just JN who is ousted from RFA consultancy. Among people whose contract were not renewed include Kasur Sonam Topgyal and Jamyang Dorjee.

If so then VOA has a Tibetan Service too.It’s president Mr. David Ensor(Former CNN) has to travel and meet Tibetan officials like her. But they have never met any Tibetan officials so far.

A middle way by applying the Middle Way?
Radio Free Asia’s Tibetan service is a truly great gift from the people of the United States of America to Tibetans both in and outside Tibet. It is a lifeline between the Tibetans inside imprisoned Tibet,the Tibetan diaspora, and the outside world.
Moreover,it has provided objectivity in presentation of news and views, and impartiality of coverage. With all this, and much hard work put in by the ex-director and staff over the years, the RFA’s Tibetan Service has earned the trust and appreciation of the vast majority of Tibetans everywhere.
The controversy surrounding the recent dismissal of its director, Mr Jigme Ngapo, without giving any reason and in disregard to the wishes and pleas of a big majority of its Tibetan staff members, has surprised and saddened me.
It is not my contention that I know all about the dismissal of Mr Ngapo. Perhaps we may know the real reason(s) if and when Mr Ngapo speaks. But the dogged refusal of RFA to make the reason known, at least to its stakeholders, has brought its well-respected transparency into serious question.
I have seen the press release by US Congressman and Chairman of the House Foreign Affairs Subcommittee on Oversight and Investigation, Mr. Dana Rohrabacher, his letter to the president of the RFA, and the Sikyong Lobsang Sangay’s press release in this connection.
The tone and tenor of language used by Mr Dana Rohrabacher in his communication to Sikyong L. Sangay, and the latter’s flat and curt denial, made me to wonder if there is more to this than meets the eye.
To me it appears that the dismissal has something to do with the cross-currents between the CTA and fellow Tibet Independence advocators. That is a matter in which only we Tibetans are responsible for its consequence. We must resolve this problem by ourselves, and only ourselves, in good faith and sincerity. Let no-one else, especially a Chinese hand, highjack it from behind the scene!
Since the CTA is in the commanding position, and in the light of its declared principle of following the Middle Way — and since that this principle is declared to be NOT BASED on the expediency of power play, but on Buddhist principles of moderation and justice — it should be possible for the CTA to take the initiative to bridge the gap. The CTA can reach the other side for a heart-to-heart talk to resolve the difference,rather than taking shelter in technically-correct, but otherwise not so proper, resolutions of Chethue Lenkhang.
As for the merits and demerits, both stands have strong and as well as weak points. Discussion of those is not my message here.
The important thing is that the sides should try to make concrete efforts to arrive at an area of convergence. It need not be like water being mixed with water, but towards an understanding based on allowing good faith and common sense to prevail in correcting each other and in acceptance of useful opinions and valued ideas, in good faith and humility. It would be wise to avoid the sniping from rooftops or trying to score brownie points.
If we take a look at the Palestine problem, the divorce of the Fatah and Hamas has, after taking all minuses and pluses into account, weakened the cause of Palestine considerably and strengthened the Israeli hands. The Palestine cause has lost its supporters and well-wishers to a significant extent because of this development.
We must not allow ourselves to travel on a similar road. And it takes two to tango. It is very much in the CTA’s hands to start the tango.
Moreover it is time to ask ourselves this question. Why don’t we try to apply our much-talked-about Middle Way in other uncomfortable areas in our community — where the Middle Way actually has a fair chance to succeed – rather than desperately trying to push the Middle Way in a situation where its chances of success are so far very slim.
So far as my belief goes, both the CTA and Tibet Independence advocacy groups are sincerely striving for the good of Tibet. They should pool their efforts and not allow themselves to stray in cross currents. And again — it takes two hands to clap.

I am compelled to write a few words here as fact checking of various allegations made by Jamyang Norbu against the CTA and the current Tibetan leaders with regards to recent dismissal of Ngapo Jigme from his job at RFA. Actually I am not interested to know what and why of Ngapo’s dismissal but JN’s allegations that it was conspired by CTA headed by the Sikyong who allegedly did what he did at the …
instigation of Beijing is too far fetched. However this too does not concern me as much as it is the responsibility of CTA and Sikyong to clarify the matter as the allegation was not only coming from JN but also from a lawmaker of the United States of America. I am glad the Sikyong and the speaker of the Tibetan Parliament in exile had issued statements refuting the allegations made by the U.S. lawmaker and it’s now up to him for the next step.
What irked me most like many other Tibetans who had read Jamyang Norbu’s long article on this matter is his allegation that the adoption of CTA as the henceforth official name of the H.Q of the Tibetan establishment in exile and the recent change of Kalon Tripa to Sikyong as the official title of the head of CTA is at the urging of Beijing and part of CTA leaderships’ way of appeasing the Chinese government. Nothing could be further from the truth than this allegation and in fact it is an act of insult to His Holiness the Dalai Lama. Jamynag Norbu knows very well that His Holiness the Dalai Lama was solely responsible for making these two important and necessary changes at the time of his devolution of temporal power to the popularly elected leader of the Tibetan people through the power of ballot over a year ago. His Holiness had given ample explanations to the Tibetan people and non-Tibetan supporters of Tibet at the time. His Holiness had found it necessary to reiterate the matter again and had spoken extensively during his visit to Italy early this summer and at Ladakh during his teaching a few months back. In fact His Holiness had said that he found it necessary to speak again on these two issues because of unfounded allegations by a few Tibetans of betrayal by His Holiness. So, as a Tibetan, I would demand an unequivocal apology from Jamyang Norbu to His Holiness the Dalai Lama and henceforth never ever make this kind of mistake and stop twisting facts to suit his own convenience.
By the way I think it is important to know the reasons His Holiness has given for the two important changes I have mentioned above by Maura and other friends and supporters of Tibet. To be very brief, His Holiness had said that the sole reason for adopting the CTA was because of unequivocal rejection of the name Tibetan government in Exile by then late Prime Minister of India Mr. J. Nehru during His Holiness’s meeting with him in the summer of l959 at Massoorie in India. Mr.Nehru had vehemently rejected the idea as unacceptable by the government if India when His Holiness had revealed it to him and thus the CTA was coined.
The title of Sikyong has a very significant meaning and historical importance to us as Tibetans. The title of Sikyong dates back to the time of 5th Dalai Lama and all the subsequent Dalai Lamas leading to the current 14th Dalai Lama. The title of Sikyong (translated in English as Temporal Authority or Administrator) was given to the Regent who was appointed by the Special National Assembly of the Tibetan people called expressly to select and appoint a Sikyong during the interim period of the passing away of the Dalai lama and until the discovery and maturity of next reincarnation to take the power of both temporal and spiritual leadership of the Tibetan nation.
His Holiness the Dalai lama specifically mentioned in his speech during the inaugural of Lobsang Sangay as the newly elected Kalong Tripa of CTA that His Holiness was very pleased to confer the title and post of Sikyong to Lobsang Sangay on this very auspicious occasion as he had received it from Sikyong Takdrag Rinpoche the then Sikyong of Tibet over a six decades back. So I would like to remind my fellow Tibetans and also non-Tibetan speaking Supporters of Tibet to know the historical significance of the title Sikyong.
May I respond to the childish and insulting comments by “TIBETAN”, posted above. As a journalist, I have reported about conditions in Tibet for 3 decades and I have never once had to print a retraction or have had my integrity or standards questioned from any quarter. What then, may I ask, are the “horrible things” you allege I am engaged with, other than reporting the hard facts about visa brokers and criminals operating freely and causing immense harm to the Tibetan community? These stories are well known to Indian, American and European officials, who have serious concerns about protecting the Tibetan people. I am very familiar with insulting posts from the Chinese “50 cent” internet brigade, and your language smacks of it. If you are in the employ of the Chinese Communist Party, defaming the Tibetan people by and their freedom struggle is a cheap way to get some easy cash. Every journalist knows these tricks and are not fooled.

why would we want to change name to accomodate politics of Nehru’s who’s been gone for a long long time. i dont think present Indian politics doesnt mind if we keep any name. and please dont drag His Holiness’s name into everything. we all know HHDL is trying his best but also be careful of people using HH. He is our true leader and will always be but we as his people have full right to voice our concerns and opinions. there is only win win no loss at all from this kind of debate. this is very normal and i think world will get to see us as normal people this way.

As a rule I don’t argue with my readers but I would like to know what you were smoking when you read my previous article. It must be strong stuff. Nowhere in the whole essay do I even passingly mention “that the adoption of CTA as the henceforth official name of the H.Q of the Tibetan establishment in exile… is at the urging of Beijing”. That is all in you own own head.
The second part of your charge that I wrote that “the recent change of Kalon Tripa to Sikyong as the official title of the head of CTA is at the urging of Beijing” is also complely fictional. I was quoting from an article written by Jayadeva Ranade. Did you see the quotation marks? Those little hook like things. Also I did not say Ranade was right or wrong, but that he was speculating.
Also please stop using Gyalwa Rimpoche’s name to bolster your argument. It is in very poor taste.

You are not clear whether such meeting took place and even if meetings between those individuals are not sufficient to say that they talked about firing of Mr. Ngapo. How did you know that David Ensor has not visited CTA leaders? How can you make your points valid?
If simply meeting is sufficient, then JN might have met Ms.Liu as he was earning from RFA Tibetan for many years there by criticizing CTA and also he might have met Mr. Ngapo la lobbying to block support for Middle way policy on radio. He might do that according to what you say. H.H. Dalai Lama met with Ms. Liu. Mr. Jigme visited China almost every year, at his father’s funeral, he met with the top Chinese leaders as shown on China television broadcast. I never recognized that Mr. Ngapo and Hu Jintao had a conversation or planned a plot. Do you know what sort of conversation took place between them? You are saying there is a puzzle if meeting take place. According to you Ms.Liu visit India and if she meet CTA leaders, then Tibetans should honor and welcome her as she is RFA head executing many asian language services. Nancy Pelosi visited Dharamsala too. In my view such visit and meetings are honor and pride for Tibetans in and outside Tibet. I am surprised as you are afraid and suspicious when somebody make a visit to India and meet CTA leaders than someone who went to China and met PRC leaders.
I respect the fact that congressman took interest in supporting Tibetan cause.However, i was immensely disturbed by the fact that he ended his letter to CTA with “TO PROTECT AMERICAN INTEREST”—–$$$$$$$$$$$$$$$$$$$$$$$$$$$$$..the devil is in the detail..might not be true but who knows.
Maura, it looks appears that the administration is being duped into making concessions yet again. My thoughts run more and more toward the idea that the best course of action would be for Tibetans to assemble as they did in 2008 (or thereabouts) and compile an explicit set of demands which must be met by the CCP. Not so much focus on position, Rangzen or Middle way. A focus on specific results so that world leaders can’t hide behind “expressing their concern” and the CCP can’t hide behind nebulous overtures unaccompanied by meaningful actions. And if progress is not demanded by the one and demonstrated by the other? Unemployment for the politicians and relentless economic sanctions for the CCP.

“Focus on specific things which must be done so that there is no room for ambiguity. World leaders are either pushing for these demands (for basic human rights that all human beings have right to) or they aren’t. Give the document a name that everyone will remember, let all Tibetans be behind it when it attains a form that the majority can agree with. This is the way the tide of history changes. Right now the world leaders can protect their economic interests with China while “expressing their concern” with meaningless words. If the world leaders fail to work for these specific objectives they are openly garbed in hypocrisy and shame. A list of requests which must be honored (all requests and timeframes should be modifiable but this represents I think a reasonable sample):
1) All Chinese troops,police and intelligence personnel must leave the Tibetan plateau and environs. Time requirement: 1 year beginning in areas in which self immolations have taken place. In these locations it should occur in 30 days.
2) Tibetan is to be spoken and written in all primary schools. Chinese may be offered as an adjunct and resources provided for this where it is requested/permitted by the parents. Time requirement: 1 year.
3) All interference in religious and cultural institutions must entirely cease. His Holiness the Dalai Lama must be permitted to go to Tibet at any time of his choosing without any restrictions whatsoever. Time requirement: 30 days.
4) All governmental representatives should be Tibetan. They should effectively represent the will of the represented not the will of government based in Beijing. 2-5 years.
5) Tibetans should entirely control all natural resources in the areas in which they have historically have resided. Time requirement: 30 days.
6) The flag of the People’s Republic of China may be replaced by the Tibetan flag anywhere the local poplace wishes to. Time requirement: immediately.
7) World media should be permitted unlimited access to all areas of the plateau. Time requirement: immediately.
8) All prisons are to be placed under the Tibetan control and conditions of incarceration reviewed. Time requirement: immediately.
9) All laws are to be reviewed and codified by the Tibetan people. All legal matters are to be resolved under these laws rather than arbitrary decree. Time requirement: 2 to 5 years.

So, was Lobsang Nyendak at the meeting in London or not? If he is saying he is not, and I would tend to believe him since he wrote it officially, then how come he knew what transpired there? He wasn’t there by his own confession. You can’t have it both ways. If you are not there, then don’t make categorical statements of which you know nothing about, while accusing Jamyang of making false claims. Lobsang Nyendak is the official here, while Jamyang is the blogger. If Lobsang Nyendak was with Lobasng Sangey and Libby Lie together in a threesome, then of course he can make that statement.
Then our person made a funny remark. He stated the meeting was arranged beforehand but what does that have to do with it? Have you not written the article in May 1980 in Tibetan review that “there must be certain rules of conduct binding on everyone, and we must certainly draw the line at treason” pointing towards ngabo ngawang jime and bhawa phuntosk. We must understand that the real question is not about who was fired but rather how and why Ngabo was fired.
The circumstantial evidence that we have can tell us that CTA top official’s dirty hands are there in firing RFA’s Director.
One side charges and other side denies the charges–
One side thinks it’s an attmpt to stifle the rangzen voices given contract termination of Rangzen advocate and other denies it.
There is only one way going out of this mess: that is to have an independent high-level investigation and let them make the conclusion. Guilty should be brought to justice.
Lastly, we should make sure RFA is really free of politics and influence from anybody let alone CTA. In other words, they should give equal excess for the rangzen advocates to voice their opinion.
4 Tibetan Parliament: please stop being childish. You don’t have to side with anybody at so early. Least you can do is to investigate and then calm the situation. When you get so defensive to the charges congressman brought against Sikyong, people will wonder why chithus has to answer as if they knew everything about CTA official’s conduct. Chithus responsibilities lies with the lagislation and scrutiny of the executive. HOw do you know that funds aren’t misspent during the last chithus meeting and today? I am not saying there is but you got to act smart. You don’t have to gang up with Sikyong.
What you could have wrote to the congressman, if at all deemed necessary, could have been something like this:
“Thanks for sharing your concern. We’ll launch a high level investigation regarding this allegation. Chithus and the Audit dept are always working hard to make sure the funds we recieved are not misspent and the records will be submitted upon request. Thank you for your continued support.”
I think more damages is being done by the chithus letter. I will be happy if i am worng on this.

The moment Gandhan Phodrang was separated from CTA, I had requested Dharamshala to change the title of Kalon Tripa because the word Tripa is a offshoot of Gandhan Tripa. Professor Ngawang Phuntsog of Cal State Fullerton at the time concurred on our SoCal Tibetan Association website. Since the separation of state and church is in effect, the Kalon Tripa title is void and null. And,I had been waiting for CTA to make the change for a long time.
Now that the change is made I’m satisfied, and the timing of the change couldn’t have been better saying strictly from political point of view. Of course, I realize there will be some nay sayers to my comment. Hey, we’re all entitled to our own opinions.
As for Miss Maura’s elaborate articles I’ve nothing but compliments for her since many of our Tibs are very careful about stepping on our Gangchenpas’ toes. Kudos to you Miss Maura.

You seem to be a really warped person, because you don’t even have the basic intelligence to know that a son doesn’t necessarily walks the path chosen by his father. In other words, you should have realized that Ngabo senior may be a Chinese collaborator, but that doesn’t necessarily makes his son, Ngabo junior, a collaborator too. The latter do have limitations when it comes to patriotism and love for nation, like all of us, but there’s no denying the fact that as RFA director he was open minded and democratic enough to give platform to alternative views of Tibetan struggle: Middle-Way and Rangzen.
The problem with CTA and its rulers like Samdhong Rinpoche, like all insecure and frigid authorities, is that they are so scared of alternative views, of those that challenge their hegemonic ideas of Middle-Way, that they would go out of their ways to suppress such views, even stooping so low to assert that ‘he would not give interviews to RFA, because it is biased against Middle Way,’ which is not true at all, given that RFA gives equal platform to both Middle Way and Rangzen proponents. The truth is that Samdhong and CTA are okay with only those organizations that only espouse their views, a clear manifestation of their authoritarian genes, but the moment an alternative view is given expression, they are threatened and react in cowardly ways.
That’s the real issue, the gist of the matter that Jamyang Norbu has been advocating about, but then since your case is so weak, since this truth of censorship on the part of CTA can’t be refuted, what you do is try to divert the real issue, and make it as if its a personal issue of Jamyang’s, by attacking him personally, asserting all kinds of non-sense about his personal property and ‘fiefdom.’
But having said all these, and read your stupid arguments, one thing that you deserve applause from me is the poetry that you quoted in the end, which is really beautiful. But I wonder, with the kind of reactionary ideas that you hold, if you even deserve to quote the Great Gedun Chophel!

Apologize calling you a white hippie, you seem to be sincere in what you believe then I will tell you what I meant in my post. As a hobby I pay a lot of attention sampling Chinese sentiment in mainland, Hong Kong, Taiwan, Southeast Asia whenever I travel, comparing their similarities and differences among Chinese people (live in different countries with Chinese heritage) in different incomes and age groups. Interestingly when see a white person participate in Tibet related activities, Chinese people assume there is a greater plot of the west behind it to undermine China, it might be a racist view, not justifiable but it is a fact, a collective psyche of Chinese people. I was in Taiwan in perhaps winter 2009 (don’t remember exactly), stop for gas in rural Tainan area and saw about ten or so people carry Tibetan flag marching along the street for some Tibetan cause obviously, a few months later I pieced together this encountering with the news about the fatal car accident of Dalai Lama’s nephew made me realize Dalai Lama’s nephew was in this group. Anyway, there is a white person in that marching group that day; a young US-educated Taiwanese friend goes what that laowai is doing in this, hired by American perhaps? I wouldn’t say westerner participation in Tibet cause is a hindrance but it is certainly not an easy sell to Chinese people.
The only hope to change the situation in Tibet requires a change in Chinese attitude, they won’t change because of Tibetan in exile or what the west wants. Are mainland Chinese un-happy with their government? oh yes, many are upset for various reasons; are they so mad that they want to overthrow their government? I don’t see that quite frankly. Another thing is your nine point request in post 39, it is an ultimatum, I just don’t see how Tibetan is positioned to make such a lofty demand. Just my opinion, I will not respond further.

I understand what you are saying- isolationism has been part of the China world view for a very long time- and Britian’s rampant abuse of China in recent times did nothing to help. However, there may not yet be understanding on this between us. So here goes again.
All of these requests have been made by the Tibetan people over the years in protests/ lobbying/meetings both inside and outside Tibet ( I know because I’ve been with them making them as best I could when I could). Note, most importantly, that all goals and timelines are suggested because this is what would be for discussion by a delegation of Tibetans in a special meeting( see the first paragraph of my original post). The key is that the Tibetan people will best be served by focusing on specific demands at a time like this not on a particular position.
The immediately part? An ultimatum truly. My thoughts went as follows: [But how long has it been since Deng Xiaoping proposed middle way? They’ve had decades already. How could I suggest that tortured prisoners lying in cells might wait- oh six months? As we say in protests “What do we want? Freedom. When do we want it. Right now -Right Now.” Those are Tibetan words TW la. And when Tibetans stand up in front of their oppressors and burn themselves to death for their freedom do they want it whenever it seems convenient? Do I have any right dishonor what they have done with such a statement?]
As to what the Chinese think – it actually isn’t relevant. What is relevant is that with a specific set of demands ( or requests) world leaders can’t hide behind vague nebulous expressions of concern (so they can protect the business interests of the wealthy people who funded their bids to office) and the CCP can’t pretend they are trying to improve things when the heat turns up. And the CCP can’t drive a wedge between Rangzen and Middle Way supporters as I have seen them do over and over again.
In my opinion, based on years of experience and observation, CCP has no intention of doing anything whatsoever toward constructive compromise. Nothing. They continue to work their plan without so much as the slightest interruption. Sometimes the snake releases it’s coils and when Tibetans, now able to breathe, shout, the snake turns into a tiger and tears them apart. Then back to the snake and squeezing again taking more and more…
So I am not considering their response. They must be made to act like conscionable human beings.
The enlisting of ordinary people in the West and Tibet is key here TW la. And if you want their support to put economic sanctions into place you can’t be confusing them with two sets of goals.
There is no time left for waiting. The CCP may well have just muzzled RFA and are buying a Canadian Resources Company all in the same week. Tibetans in Tibet are sacrificing their lives almost every day. It’s time for hard practical thinking, reaching out to entirely different stakeholders (by showing them how much this rogue state has hurt everybody), and complete unity.
And it is time to apply the wisdom of Lord Buddha. See all human beings exactly as yourself.
No white, no black, no brown, no Asian, no Inji,no young, no old, no aristocrats, no this party or that party. Just friends every one standing for truth, minds who have worked together over and over from beginningless time. Look into the eyes of everyone you meet and see a potential warrior of Truth. This is the only mind that will build the Tibetan nation and without it the situation will never change. Because this is the Truth and when you hold yourself separate from the Truth you will always be in a position of weakness.
The Tibetan position has never been stronger in spirit. The CCP has the temporary insincere friends that all wealthy and powerful have. And that’s all they can ever get. Tibetans have no such limitations. Tibet is not operating from a condition of weakness.
Freedom is never practical or realistic. People become free when they decide to. And they can’t become free by asking their oppressors, they must seize it as their right. Freedom is taken not given.

Greatest insult ( if i may use that word) to our martyrs who are giving up their lives with the hope that their sacrifice would bring Chinese to a negotiating table with Tibetan leader has been China deploying security guards with fire extinguishers to Tibet instead. I dont blame China. This is a clear indication of Sikyong Lobsang Sangay’s absolute failure(or inability) to take the case of these self-immolators to the world at large and put pressure on China to come to the negotiating table. I squarely blame him. China wants thses self-immolations to be as under reported and least talked about as possible and they have been successful so far in getting that, so their response obviously is sending fire extinguishers if any.
When people in Tibet are setting themselves alight Lobsang Sangay’s response to their call for urgency is “we cant expect China to talk this year because they re busy having once in a 10 yr meeting”!!! What has he done to lead the protests that’s originating from Tibet other than saying in some interviews ‘blame for people self immolating in Tibet lies on China’s policy’ in Tibet’?
Afew weeks ago he looked still so hopeful in Al-jazeera that chinese new president Xi Xinping would definetely do something to solve the problems in Tibet ( i dont know if that was his excuse for inaction) and he was so careful in choosing his words as in other interviews, to not infuriate China.
His near lack of concern for the sentiment and aspirations of growing number of Tibetans including those that are dying are quite suggestive through his curbing of free speech and editing the word independence in print media. Three yrs ago when he campaigned for this job, he so belittled the election for the highest office to make the experience criterion immaterial’ that he said at a NY gathering that taking the Kalon Tripa election seriously bordered on stupidity; instead, he said, we should consider the election like a “ghu-thuk”- whatever you scoop out after stirring it: koila, cotton, stone- it was ok!!!
Ngabo’s sacking aside, the way Lobsang Sangay is giving Libby Liu suprising level of access to His Holiness raises questions about convictions in his belief and respect for the person of His Holiness. It’s quite clear he’s using His holiness to achieve two of his biggest goals: first to enhance his post Sikyong career and, second, to gain trust from the tibetan populace by evoking the name of His Holiness and praises for Him as often and as much as he could whenever he speaks at a Tibetan gathering. But what surprises me most is there are still people in our midst who still believe Lobsang Sangay can walk on the water and refuse to hear any complaints about him. Those who are supporting Lobsang Sangay as RFA scandal unfolds look to me like those that are defending Md Morsi the president of Egypt from uprising currently.
