Free Radio Free Asia!

In my last post I mentioned an instance of how Communist China was flexing its economic muscle to disseminate its propaganda in the USA, essentially through paying for pages of the China Daily to be inserted within the august recesses of America’s newspaper of record, the New York Times. One reader emailed me that the same thing was happening at the Washington Post. I tossed my special edition DVD of All The President’s Men into the wastepaper basket.

And China’s propaganda push now extends even to Hollywood. The Los Angeles Times spelled it out in a couple of articles: “Is China Exerting an Undue Influence on Hollywood Films?” and “Hollywood Gripped by Pressure System From China”. The two pieces discuss a number of recent films: Salmon Fishing in the Yemen, Battleship, Iron Man 3, Red Dawn, Men in Black 3, and the disaster film 2012, where Chinese pre-censorship in Hollywood has used its economic clout to ensure that “…a generation of Western film-goers will basically get only a positive, sanitized view of the Chinese in their films.”

On these many alterations that Hollywood producers and studio executives have submitted to, University of Southern California professor Stanley Rosen, who runs the school’s East Asian Studies center, told LA Times : “I don’t think the average U.S. film-goer is hugely aware of all of these small decisions, but subliminally, it can start to have an effect.”  It was Rosen’s reference to the “subliminal” that made this “soft power” outreach by Beijing, as the pro-China media in the West like to describe such things, take on a Cold War ambience along the more unsettling lines of thought-control, brain-washing, or putting it more precisely “economic brain washing”  (经济洗腦  jīngjì xǐ năo),  if we are not to lose sight of the essential “conditioning stimuli” as Pavlov once termed it.

This is a painful reversal for Tibetans since those heady days of Seven Years in Tibet, Kundun and Hollywood’s big (and brief) romance with the Dalai Lama and Tibet. Because of its dramatic landscapes and unique mythic qualities, Tibet does still make the occasional cut in some films, but as Batman Begins and 2012 have demonstrated this can now be effectively done by making sure the name “Tibet” never comes up, by not allowing a hint of the fact that the area in question was till recently not a part of China, and by ensuring that only Chinese actors portray Tibetans.

Now besides Hollywood, the New York Times and the Washington Post,  another media institution in the US, smaller and less well-known, but enormously important to the Tibetan people and their struggle for freedom, appears to have been targeted by Beijing for an ideological makeover.

The Tibetan Language Section of Radio Free Asia (RFA) has been the most effective source of news and information for people throughout occupied Tibet, not only about  the world at large, but more so about the crucial happenings and events within their own country, of which they are largely kept ignorant by the state security apparatus and propaganda organs. To the Tibetan common man such RFA reports of mass demonstrations in Lhasa, Kirti, Rebkong and Tsolho, arrests of important lamas or dissidents, violent public clashes with Chinese mining companies in Kham, the long series of self-immolations (now eighty to date) presented in a balanced, objective and professional manner stand in sharp contrast to the shrill denunciations and disinformation of Radio Lhasa, Xizang Lhasa TV, Ganze and Qinghai People’s Radio (and TV) etc., read by newscasters in exaggerated Chinese accented Tibetan, which the public (especially in rural areas) have difficulty understanding but which as a policy has been calculatedly enforced, possibly for the ultimate purpose of sinicizing the Tibetan language itself.

RFA reports on the talks, teachings and travels of the the Dalai Lama are enormously appreciated in Tibet, as are all the the goings on (both positive and negative) within the exile administration and the diaspora in general, especially news of Tibetan led protests and activism in New York, London, and Delhi, which a caller from Lhasa (on a RFA call-in program) said gave common people like him in Tibet hope and made them feel less isolated in their despair and subjugation.

The Chinese have expended enormous effort and resources to jam RFA broadcast into Tibet. Because of the size and topography of the Tibetan plateau, China’s jamming effort are not uniformly effective, so the occupation authorities in Tibet have made listening to RFA Tibetan service a criminal offense, in the same way as listening to the BBC was in Nazi occupied Europe. Since Chinese mobile monitoring systems and also human informers operate extensively in populated ares, I have been told of nomads and shepherds sneaking transistor radios in their packs when taking their flocks to the mountain pastures. Not only would the reception be clearer in the higher altitudes, but there would be no policemen or informers checking on them. When the shepherds returned to their village they would pass on what they had heard to their family members and others in the village they could trust.

RFA came to being following the Tienanmen massacre when public support in the US grew for services that could provide information to people living under repressive regimes in Asia. In 1994 Congress passed the International Broadcasting Act and created RFA (in 1996) as a private, not profit corporation. It is funded by an annual federal grant from the government, but the far-reaching and momentous aspect of the program was that RFA was not required to broadcast information provided by the American government. Only 20% of RFA broadcast content is required to be American. 80% is developed independently by each language service, which are run by people from that very linguistic group, having broad editorial independence.

One explanation I received about RFA’s mandate from a senior American official, was that it was created to provide “surrogate” radio services for the people who did not have their own free national radio services. And that the mandate for the head of the services, broadcasters and journalists, was essentially to provide those nations and communities with their own independent and up-to-date radio services, paid for by the people of America.

This was an enormous windfall for the Tibetan cause. But the initial elation was quickly deflated when it was learned that the head of the Tibetan language service was to be Jigme Ngabo, the son of Ngabo Ngawang Jigme, the only minister in the entire Tibetan cabinet, the kashag in 1959, who had collaborated with the Chinese Communist occupation authority.

I must admit that I shared everyone’s concerns, but over time Jigme Ngabo fils proved to be the ideal man for this critical position. Because of his education (and work) in Tibet and China and his later studies at the University of Virginia he was not only fluent in all three languages but had access to many institutions and individuals in these areas and was able to get RFA access to much information and news sources that  other services could not. He managed to induce such well-known Tibetans writers and intellectuals in Tibet and China as the award-winning poet and blogger Tsering Woeser to be a regular contributor to RFA programs. The Dalai Lama wholeheartedly supported his appointment. Since he was also completely apolitical in the context of exile politics, and as he was genuinely inoffensive and soft-spoken, he initially managed to survive the treacherous currents of Tibetan politics.

The overriding virtue that Jigme brought to the job – probably since he came from a world completely devoid of it, was, and I am extrapolating here,  the idea of objective truth transcending whatever the powers that be (even those on your own side) had to say about it. Jigme made sure that his task was not merely to combat China’s propaganda machine but to present, through the service, as wide a spectrum of opinions and views that existed in the Tibetan world, which most other Tibet related media outlets did not do.

I had for a long time been persona non grata in the official Tibetan world (including foreign organizations and personalities connected with it) essentially for my political writings in the Tibetan Review and Phayul.com, and also for some plays I had written and produced at the Tibetan Institute of Performing Arts. I had also been one of the editors of the largest independent Tibetan language newspaper, Mangtso (Democracy) that had been enormously successful, in quite an unprecedented way with the Tibetan exile public, but which had displeased some Tibetan leaders and politicians in Dharamshala. In 2001 the paper was  finally pressured to close when his Holiness publicly expressed his displeasure with its reporting.  So it came as quite a surprise to me when a couple of years later, if I remember correctly, I was asked to be a consultant for RFA.

I contributed to a variety of programs but mostly spoke on their Sunday Political Talk Show, hosted by veteran journalist Karma Zurkhang, a former member of the exile parliament and an old Dharamshala hand. There was no attempt by Jigme or any of his staff to censor me or induce me to tone down or change anything I said. Which was another surprise. Of course I did not have carte blanche in these discussions as Central Tibetan Administration (CTA) officials, retired and serving, and other experts came on the panel and often challenged my views. Tibetan listeners also phoned in from Nepal, India, and the West with their comments and criticisms. People also phoned in from Tibet and China proper especially around 2008, and  were outspokenly supportive of the protests and demonstrations by exile activists. These were real debates on policy that probably did not happen in any other forum in the Tibetan world.

I was grateful for this gig. There wasn’t much money in it, but it gave me an opportunity to be heard inside Tibet and to let people there know that someone in exile was consistently articulating and propagating the cause of Tibetan independence, which the CTA had long abandoned. I should mention that my participation in the programs were entirely by phone. I only briefly visited the  RFA office in Washington DC years later, when I was presented a souvenir mug by Jigme Ngabo.

Then invariably, complaints began circulating from Dharamshala about the political correctness of those speaking on RFA programs. About eight years ago two important CTA officials paid a formal visit to the RFA office and gave a talk to Jigme and the Tibetan staff. The two VIP’s deplored RFA’s policy of allowing people on its programs who were opposed to the Dalai Lama and the exile administration and whose criticisms were demoralizing Tibetans inside Tibet.

RFA’s editorial independence continued to annoy the exile government, and during his entire tenure prime-minister Samdong Rinpoche refused to grant RFA any interviews or meetings, and instructed cabinet ministers and secretaries to do the same. He also conducted a low-profile but relentless crusade against RFA for allowing those “opposed” to the Tibetan government opportunities to express their views on its program.

Then last year the President of RFA, Libby Liu and her right-hand man, Tibetan staff member, Kalden Lodoe made a number of official trips to Dharamshala and elsewhere to meet with exile officials and the prime-minister Lobsang Sangye. One informant told me that in these discussions direct references were made to TYC leaders and rangzen activists like myself who disagreed with the Dalai Lama’s Middle Way policy.

Kalden Lodoe appears to be Dharamshala’s point man at RFA and is someone who has consistently and aggressively opposed all independence activists. He was rewarded by Samdong Rinpoche who, making an exception to his “boycott RFA” rule, appeared as a guest on his show. We can probably assume that Kalden treated his VIP guest with due deference and respect. RFA listeners have told me though that Kalden can be very confrontational with his guests particularly if they happen to be TYC or SFT leaders, in which case he bullies them, Sean Hannity fashion, for organizing demonstrations and protests against the PRC, which he claims are against the wishes of the Dalai Lama.

In July 2011 at the Kalachakra Initiation given by the Dalai Lama at Washington DC, Kalden Lodoe, the chief organizer, had security personnel remove TYC president Tsewang Rigzin from the premises. I personally had a run in with this somewhat aggressive ex-monk in the Fall of 2001 when I made a presentation to the Tibetan Community in Washington DC on why we should not give up our struggle for independence. During the Q & A Kalden Lodoe insisted that there was inherently no difference between the Dalai Lama’s Middle Way and the goal of Tibetan independence and that I was creating dissension in exile society and showing disloyalty to His Holiness with my lectures and writing.

Then in December last year, Lodi Gyari, the Dalai Lama’s special envoy and Executive Chairman of the International Campaign for Tibet (ICT) insisted on an exclusive speaking opportunity at the Sunday Political Talk Show. Asserting the prestige of his position as the Dalai Lama’s envoy, he brushed aside the host, Karma Zurkhang’s attempts to moderate the talk, and went on a one hour tirade against “those Tibetans opposed to the Dalai Lama and the exile administration. He did not name me by name but listeners told me that I was definitely one of those he was inveighing against.

Gyari’s harangue was fairly generic, as such things go in exile Tibetan politics, but a couple of weeks earlier I had appeared on this same Sunday Talk Show where I remarked on a dishonest statement he had made, which might have contributed to its timing.

CTA “Sikyong” Lobsang Sangay met Libby Liu a number of times and it appears that he was successful in “charming her” and convincing her that RFA Tibetan section under Jigme Ngabo was opposed to the Dalai Lama’s Middle Way policy and that listeners inside Tibet were being disheartened by such RFA programs. It also appears that in June of this year Lobsang Sangay, Libby Liu and Lobsang Nyandak, the representative of the Dalai Lama in New York, met in London and had discussions about the need to restructure RFA’s Tibetan service and to replace Jigme Ngabo.

I probably spoke on one more program and then got the news that the Sunday Talk Show hosted by Karma Zurkhang had been cancelled altogether. This had been effectively done in April this year, without the knowledge of Jigme Ngabo, who was on official leave to visit his ailing mother. My other program of discussing world literary figures and political thinkers was also cancelled. I did not receive any notification, official or otherwise, of this termination.

Then on the morning of 5th November, RFA president Libby Liu,  precipitously fired Jigme Ngabo in humiliating circumstances. He was escorted out of his office by Security personnel. Liu then summoned staff members of the Tibetan Service for a meeting and after giving them all a stern dressing down, announced that Jigme Ngabo was dismissed. One of  the staff members asked the reason for the dismissal but was told that it was “personal” and not any of their business. This came as a big shock to the Tibetans at RFA who liked and trusted Jigme Ngabo, and appreciated his respect for their professional integrity and independence. Of the forty-one staff members, two were on leave, but  everyone else immediately signed a letter of support for Jigme urging that he be reinstated as director. The only staff member who did not sign was Kalden Lodoe.

A few days after Jigme Ngabo’s dismissal the representative of the Dalai Lama in New York, Lobsang Nyandak visited Washington DC in order, it seems, to thwart any effort by RFA staff to organize support for Jigme’s reinstatement. Nyandak summoned all Tibetan RFA personnel for a meeting at the ICT office premises. Only a few attended. He told them that the exile administration was not behind the dismissal but that it did not take an unfavorable view of what had happened. He pointed out that Jigme Ngabo had made many mistakes and had allowed people opposed to the exile administration to express misleading opinions.

One of the first to respond to this scandal was the poet Tsering Woeser who posted a blog which condemned Ngabo Jigme’s dismissal and pointed out how the whole incident had reminded her of her own dismissal from a media organization under Chinese Communist Party control. But she noted that the “Han Chinese official” who dismissed her at least told her “quite gently” the reasons why she was being dismissed, unlike what had happened to Jigme Ngabo. Woeser concluded that “… comparatively speaking the Chinese Communist Party officials were more frank and honest” than their American counter parts at RFA.

This was followed by a press release and two letters to CTA from US Congressman Dana Rohrabacher, who stated: “I have reason to believe that he (Jigme Ngabo) was terminated for political reasons … 73 Tibetans have self-immolated since March 2011, Rep. Rohrabacher said, “It could not be clearer; the people of Tibet are dying for freedom and independence. RFA needs to continue to be the source for accurate information. Any suggestion of political censorship within RFA must be fully investigated.”

Perhaps on one level Jigme Ngabo’s dismissal may probably be nothing more than another deplorable, if all too frequent example of Dharamshala’s compulsive tendency to control media outlets and support groups in the exile world, and marginalize those who do not fall in line with it policies. In the last year or two this trend has markedly increased as noted in the editorial of the Tibetan Political Review Are the Speaker and Kalon Tripa stifling free speech?” and articles in other publications, a noteworthy one being “Censorship and the struggle for Tibetan freedom” by Tenzin Nyinjey.

But when we examine exactly what kind of speech or opinion Dharamshala has been attempting to stifle, one overall pattern keeps appearing. CTA’s efforts have essentially targeted those individuals and organizations like the TYC who spoke up for Tibetan independence and who were active in challenging Beijing on this issue. This year Dharamshala went into overdrive with Sikyong Lobsang Sangay and speaker Pempa Tsering, whipping up public anger against the TYC for “hurting” the Dalai Lama, and religious-right groups began calling for the TYC to be shut down and its leaders to be attacked and beaten.

It is an article of faith with the CTA that if somehow all independence activism and discussion were halted or contained, then Beijing would agree to the “genuine autonomy” solution proposed in the Dalai Lama’s Middle Way policy; or would, at least, resume the negotiations it terminated two year ago. This is so unshakable a belief, that I think it may not be entirely based on wishful thinking. Some time or the other Beijing must have made an actual proposition to the CTA. Of course Beijing was playing them, like a fiddle or húqín to be precise, but Dharamshala’s predilection for a kind of self-serving naiveté in such matters is well known.

And its not that something like this hasn’t happened before. There is evidence that in 2002, Beijing had actually reached out to Dharamshala with the promise of further “negotiations” to ensure that the last state visit of then president Jiang Zemin to the USA was not disrupted. Tibetan prime minister Samdhong Rinpoche sent strict instructions to all Tibetans and support groups not to stage protests. But a few did all the same. When Tibetans and supporters in Vancouver staged an anti-Chinese rally, an official from the Chinese consulate in Vancouver came over to the protesters and scolded them saying, “didn’t your leaders tell you not to demonstrate.” At subsequent demonstrations in New York City activists were accosted by an official (of Tibetan origin) from the Chinese consulate in New York who yelled at them in Tibetan: “You are not supposed to do this. Didn’t your government (shung) tell you not to protest.”

Right now there is mounting concern in senior echelons of the Chinese Communist Party at the unending series of immolations in Tibet, which are causing unprecedented demonstrations and protests in such areas as Tsolho and Rebkong. China has thus far relied completely on large-scale, almost saturation, deployment of security personnel throughout Tibet to contain the immolations but it is beginning to realize that such measures are useless against a determined individual immolator, operating outside of any organized group. There is also growing awareness in the leadership that the immolations and the rising resentment within the entire Tibetan population could lead to serious destabilization of the entire Tibetan plateau, which could spill over into neighboring areas with unforeseeable results.

So it would not be unreasonable to assume that Beijing wants Dharamshala to stop this, or at least stop the “splittist” messaging from exile, particularly from RFA broadcasts, which it firmly believes is fueling the immolations and protests within Tibet. Dharamshala in turn probably shares Beijing’s concerns as the Tibetan Political Review editorial pointed out “The self-immolation crisis in Tibet and the resignations of the Tibetan Envoys have placed extreme pressure on the TGIE leadership’s signature Middle Way policy.”

In August 16 this year, Xiao Wunan, a senior CCP cadre and United Front leader, (the same department that had conducted the negotiations with the exile administration) visited India and was received in Dharamshala by the Dalai Lama, Lobsang Sangay, then ‘Kalon Tripa’ (prime minister). An Indian researcher Jayadeva Ranade (a former senior government official) in an article “A concerned dragon: China’s fresh overture to Tibetans” wrote that Xiao Wunan probably carried a personal message from a senior Chinese leader, possibly Xi Jinping. Ranade wrote that “He could have informed the Dalai Lama that he was welcome to spend his last days in Beijing provided he gave up ‘anti-China’ activities and expressed support for the Communist regime.”

The article also notes “Coincidentally, within a month of the meeting the designation of the Head of the Central Tibetan Administration (CTA) was changed from ‘Kalon Tripa’ (or prime minister) to the less controversial — from Beijing’s perspective —’Sikyong’ (or political leader).”

Ranade is speculating but his dots all somehow connect very nicely. What is not speculation is that New Delhi was not happy at CTA’s decision to meet Xiao Wunan, especially his meeting with the Karmapa. Incidently the young lama took offense at the tenor of Xiao’s questions and abruptly terminated the meeting. Before moving on from Ranade’s interesting theories, I should point out that I believe Beijing has probably reached out much earlier to Dharamshala on this issue. You don’t need to organize a dog and pony show like the Xiao Wuhan visit, in order to make whatever connections you need to get the deal done – and do it discreetly.

I have long maintained that China has for many years now manipulated Tibetan policy making within the CTA. I pointed out in an article in 1989 in the Tibetan Review how China has used certain politicians and individuals in the West as unconscious “agents of influence” to persuade the Dalai Lama to give up the struggle for Tibetan freedom and accept Tibet as a part of China. I named names, provided details, and even reissued the piece in a book of essays, but have not received any sort of denial or repudiation to date. Disdainful silence is the usual Dharamshala response to such indictments so I was intrigued at Sikyong Lobsang Sangay’s prompt letter denying any involvement in Jigme Ngabo’s dismissal.

Of course when the charges are being made by a sitting US Congressman and could affect the funding that CTA receives from the American government a prompt denial is probably wise, but I think much more needs to done to remedy the situation and restore confidence all around. With such devastating but momentous events unfolding inside Tibet, the conspiracy to emasculate RFA could not have come at a worse time. It goes without saying that Jigme Ngabo needs to be reinstated immediately and everyone in the Tibetan Language section should resume their vital duties without delay. To reassure our American friends and supporters, the exile Tibetan parliament should set up a high-powered parliamentary committee to thoroughly investigate this issue. Of course the make-up of the committee would have to entirely non-partisan, hence the speaker Pempa Tsering should be excluded for starters. Such a response  would not only go over well with American lawmakers but also contribute to the development of our own democratic process. I appeal to all readers to write directly to their chithue representatives and also send emails to Tibetan newspapers, journals and websites, calling for such an investigative committee.

If the CTA and the exile parliament do nothing then Tibetans in the USA need to write to their representatives in Congress calling on them to ensure that the US Congress’s noble and successful experiment to provide the Tibetan freedom struggle a powerful and independent voice, is not hijacked and perverted to serve as a covert propaganda outpost for the  Ministry of Truth in Beijing

THANK YOU JAMYANG for connecting the dots from Beijing, through Dharamshala,to Xinhua in the Washington Post, and New York Times and to Radio Free Asia, which under Jigme Ngabo’s superb leadership had been reporting the hard and ugly facts about the crisis in TIBET. Indeed, Jigme’s unjustified dismissal could not come at a worse time for the people in Tibet.
    I have worked with Radio Free Asia since 1998, with Jigme Ngabo, and I have the utmost respect for his character, judgement, values and conduct. Has the long arm of the CCP penetrated Radio Free Asia, one of the very few Tibet services yet uncorrupted? And paid for by United States taxpayers?

  2. Thank you for this detail piece. I’ll definitely write to both my chithus and my congressman/women for an inquiry. So that we all can get the correct information. If ngabo Jigme made a serious mistake in handling his duties, he deserves it. But, if President Liu fired Ngabo because of his political views or pressure from CTA officials, this should not be tolerated.

    This is a question of fairness- no people in this world should undergo such experience. If not, then whats the point of asking world leaders to help us against all the Chinese wrongdoings. Congressman should ccd that letter to His Holiness for his information.

    Too much- After all i don’t trust Sikyong and his team. All of his teams are opportunist and his friends and cousin. NOne in Dhramsala trust those leaders.

    Worst, these days, Sikyong even rehired ex-CTA officials who earlier were expelled from his holiness private office of Financial embezzlement. To be precise he is currently in Bangalore. AFter all, Tibetan Cooperative society association is run by thugs like him who earlier were also part of group who signed treaty with Taiwan’s Goumintang (Infamous Chushi-Gangdruk and Bo-Sog Lehkhung). Remember? Sikyong Conviniently forgot all those past history and courted as their friends.

    Other ex-official rehired includes those have temper issues and extra-marital affair with the staff members. I wonder why they are blocking those executive secretary position. Why are they back to serve when they left as part of 1000 immigration (when they had opportunity to serve)?
    Sikyong’s rehiring of those official says so much to us:
    1. He value Tibetan with foreign passport more.
    2. He don’t value us who are in the system already. Thats why, we think it is a must to secure a foreign passport and then comeback and serve.
    3. You got to thug or money Launderer to get respect- to be worthy of Sikyong and CTA friendship.

    Anyways, thats different issue but serious one thats need to be tackled sooner or later.

    After all, we have elected him (though not with my vote), and we deserve it for not doing the homework. The question now is whether we want to live like China whose censorship and threat Tibetan knows the best, or like India and USA where freedom of speech is protected and threats are met with the justice of the law of the land.

Jamyang Norbu i appreciate your idea, knowledge and social work….. we have every right to express our views and all…. but its just my opinion, including you and some are comparing His Holiness and CTA with PRC….. thats i strongly disagree. if you think both are same then why you came here as exile….. you know knowledge and everything but thats does not mean you have to oppose CTA always. i agree there is mistake with CTA but not always. if CTA officials are not up to the level then why, you are not in CTA staff? itsd because of less pay or what?

    its very easy to point out the others mistake but CTA need to think every corner of Tibetan People as whole.you can oppose but not always. please do write some constructive things, we are already divided on many ground. I request you as College student from India. Madras University Students. who came from Tibet. I always admire you but not on this ground.

  4. Thank you Jamyang la, for detail info. I don’t understand why Dharmasala never learn when China is playing games. I don’t see any change from Xi. We will have another 10 years with Xi, just like Hu and hoping something will come out after 10 years. It’s time for Tibetans to vote and choose what is best. I believe tibetan in Tibet are calling for FREEDOM.

  5. Jamyang la, thank you for this insightful article. CTA really need realistic approach when it comes to dealing with China. CTA’s knowledge about how China functions under the monolithic structure of CCP is surprisingly minimal.

    Well known phrase and totally relates to our Sikyong la. Bottom line he is at the top and won with a majority vote. I personally think Sikyong la and his team has worked hard and is working hard for the cause of Tibetan. I agree we should question our government but there is a difference in questioning with respect and being disrespectful for one’s ego. Its easy to point fingers on others than being on that position and doing the right thing. I think it is better to spend one’s energy for the cause of Tibet than to waste it in pointing fingers and doing a blame game for fame. In politics its always difficult to please 100%, one has to make some difficult decision that benefits the majority of Tibetan and for greater purpose.

  10. 1. When you are accusing CTA and its Leaders for any involvement in the removal of former director of RFA, then you are also accusing the Independent Board which administers the Broadcasting Agency, for their action.

When you are accusing Dharamsala Leader of any grudge against Rangzen Activist, then you are trying to divide between the two which is very dangerous and expose your hypocrisy because CTA functions democratically, and there are Parliament members who oversees its activities, and have never indulged to demean or demoralize any NGO, but always have great concern for people like you who have done less against Chinese Communist, and more harm in creating distrust inside our community.

Did you question about their rumour’s implication to the listeners in Tibet. Why few programs of RFA has deliberately tried to address His Holiness the Dalai Lama as Mr. Dalai Lama. Even the donor agent of RFA, that is US Congress, has conferred its Congressional Gold Medal and addressed as His Holiness the Dalai Lama.
    4. If you are interested in rumour, then did you hear about the rumour that former Director of RFA has appointed about 10 of his relative or close friends to the staff member of RFA?

In one of your speech online, you said you feel proud when you heard some Communist Chinese leader has taken note of your writing, you felt that you have been doing some great work for the Tibetan cause, but in writing such blogs and many others before, I feel you are immature to think that Chinese government has been manipulating you.

    Thanks for your article. As Tibetans we have a lot of growing up to do politically and socially and critics like yourself do play a major role on this trajectory. Having said that, I must say that somehow your article connects the dots only from one perspective, the perspective that was expressed in the letter by the congressman, the perspective that is nonetheless based on “reports” from “Tibetan insiders” who bear uncanny resemblance to what you are saying here in this blog, namely that it is Dharamsala’s method of curtailing RFA’s freedom of press so as to please the Chinese authorities. Actually I could buy this, given Dharamsala’s genuineness on the issue of not seeking genuine autonomy. But what does not follow logically from this that removal of Ngabo Jigme will then transform RFA so that they will eliminate any opinion or broadcasting that goes against the policies of Dharamsala and let us remind ourselves here, of the policy of elected Tibetan representatives. THAT REMAINS TO BE SEEN! On the other side of this unfolding drama, there is also a speculation that the removal might have to do with international espionage, the truth of which remains necessarily hidden from us. In terms of pure speculation, we know that Ngabo jigme does not interact with Dharamsala as you yourself pointed out and is the son of that traitor which you also pointed out. On top of this, it has been sort of personal for you, since your Sunday program got cancelled and the man who gave you that program also got fired from his job.
    I also don’t agree with your attempt at character assassination of public figures. For example, what do you allude to when you say that obsang Sangay was able to “successfully charm” Libby Liu, the president of RFA and bracket the phrase “successfully charm”? Thank you Jamyang-la for this one-side but otherwise enlightening piece . We are still waiting for the other side of the story, the story Libby liu has to tell, the story which we are not yet hearing.

  13. Free Tibet: Nobody is contesting whether he won by a majority or not and nobody has yet to make a case against the work he has been doing since he became the Prime Minister. You seem to be under the impression that it is one of those normal hide under the rug kind of accusation here, the typical response from the Tibetan populace. Lets not rock the boat mentality. Even in Shichaks, when girls were raped, people will appeal to have it handled within the community instead of actually obeying the law of the land and turning the assholes to the Indian police.
    You seem to have forgotten the initial accusation came from a sitting US congressman who always happen to be the Chairman of the House Foreign Affairs Subcommittee on Oversight and Investigations. Do you really want to piss this person off anymore?

    It is better to take the initiative internally and hastely organize a committee to look into this and come up with a solution before the congressman decides to really amp up the pressure and drag Ms.Liu in front of the Subcommittee and make her spill the beans. If that happens, it could effect the financial aid we receive from the US government. Do you want that?

    Moreover, this is a blatant misuse of power if it is true and needs to be investigated. If you are for democracy and freedom of press, you should be asking for swift inquiry into this and to get to the bottom of this. We have to protect the institution of the Tibetan govt. That is first and foremost. In order to do that, if we have to get rid of some bad apples, we should do it, regardless of your personal feelings regarding the individuals.

  21. In all this mess, who is the winner in the end? American government? Tibetan Government? Chinese Government? Tibetan activitist for Tibetan rangzen?

    1. American government might save some couple of millions of $$$$ from tax-payers, but might loose a human rights card when they are re-concentrating to South East Asia. But it is not a big deal.

    2. Tibetan government might be so ineffective without the funding from the US and its support, at least in words if not in real action that many Tibetans would like to see. So, threat of cutting financial assistance or at least warning of re-considering such support in the future is an unthinkable due to trivial nature of exile politics. Maybe it definitely serves a purpose of satisfying hardcore rangzen activist at least they getting support for their crusade against dead CTA.

    3. Chinese government wins the most. It does not have to spend billions to shut down Dharamsala and leave dissatisfied people with individual views how stronger it is, will be totally ineffective or effective to a minimal level.

    4. Will Tibetan activist for rangzen will gain their recongition of independence from other countries? will they be a legitimate representative of Tibetan people in the event of Dharamsala shutdown? Even if in the post demise of Dharamsala, TYC at least on paper represent Tibetan independence or fighting for it, will it be allowed to operate in India? The fault with Tibetan acctivist for rangzen is, that they think all will be changed for better if Dharamsala reinstate independence. The activist group is as delusional as TGIE. It is so unfortunate that rangzen activist knows the geopolitical contrainst and atmosphere in the world…..but knowingly crusade agianst the dead CTA…what use?

    My personal view is, TGIE should not directly or indirectly influence Tibetan Radio services which is outside of its juristic and financial control. It is basically one of foreign news broadcasting institution or propaganda agent. It could be helpful when used properly, but can be detrimental when used with too much “balanced news”. We know, we might loose, but not life, there are people who relies on the news either encouraged or for whatever reasons, gets killed, shall we say “freedom fighters”, “rangzen fighters”? Wait, what about their children? Can you die leaving you kids behind with nothing? I am not fussing about whether it is right or not…..it seems there is a delusion that Tibetans inside believes that TGIE and Tibetans outside kicking CHinese ass (because of news they heard…nothing concrete evidence), Tibetans outside always outspoken about their believes that Tibetans inside are the real Tibetans, as long as they are not happy, we will represent them and speak (but not fight and sacrifice personal comfort). This gap in thinking makes situation worse…..it is sad that many Tibetans still believes that RFA and VOA are the only broadcasting institutions and worst, they believe it is funded by TGIE. It is not. Both radio stations are remnents of Cold War era war, there were Radio from free Europe and same with VOA. Tibetan section is one of the hundreds. They are not funded by TGIE, they are funded US congress.

    My final opinion is, TGIE should refocus on its own policy and initiatives, stop getting unnecessary destractions. Rangzen activitist should fight as individuals or NGOs like TYC…..should not impose your views onto others, let others decide their political stance. There is nothing mine is better than yours. Politics changes overtimes…..before change comes, there might not be any Tibetans left to enjoy that freedom sunshine….so take care of your familes and kids…..

    If the sources of your accounts are to be relied upon – Libby Liu comes across very unprofessional. Kalden Lodoe did the right thing in the eyes of CTA & scored a huge success . But he also forgot to do his homework & now has the CTA Sikyong in hot water with a certain Congressman. The question is did these two individuals break any rules & regulations of their actual employer –RFA?
    When will they come out with their version of the story? On what grounds did President Libby Liu dismiss Ngabo?
    Ngabo Jigme on the other hand – turns out to have behaved professionally. He seems to have adhered to the guidelines and rules of journalism to the T.

  25. I enjoy reading JN article and his far sighted vision. I call him Paper Rangzen Warrior. But when it comes to reality now(Ground control) it is really not feasible and realistic. Especially when Geo politics is not on Tibetans side.

    Maybe after 30 or 40 years JN maybe right but right now the only and the best option we have is to chalk and compromise things with China.

    With reference to your letter addressed to the democratically elected Sikyong of the Central Tibetan Administration, the Tibetan Parliament in Exile wish to express the following concerns:

    1. The United States of America as an advanced democratic nation is someone that all other democratic countries around the world look up to as an example and inspiration for its democratic functioning and practices. Therefore we were deeply saddened by the denigrating and unparliamentary language that a person of your stature has used in the letter.

    2. We are also taken aback by your action to publicize the content of the letter, which are clearly based on insinuation and hearsay even before the Sikyong could respond to your allegations. This has caused much speculation amongst Tibetans both within and outside Tibet, and caused unwarranted damages to the integrity and credibility of the Central Tibetan Administration.

    3. Concerning the internal matters of Radio Free Asia, we would like to assure you that we have neither in the past nor will we ever in the future interfere in its functioning. However, keeping in view the objective of the Radio service, we have expressed our opinion and concerns in and outside the Tibetan Parliament in Exile regarding contents of some programs of Radio Free Asia in the past and we shall do so in future as well, which we consider is well within our democratic rights. (We will be happy to provide transcript of the debate in the parliament.)

    4. Above all we are alarmed at the serious allegations that you have made regarding misuse of US funding assistance for the Tibetans. We wish to state in unequivocal terms that any assistance by US received through the Central Tibetan Administration are accounted and audited through proper democratic mechanisms with full transparency and accountability. We welcome scrutiny by any US agency on this matter.

    5. The position of the Central Tibetan Administration in resolving the Tibetan Issue is unanimously approved by the Tibetan Parliament in Exile and US government has stood firmly behind us. We have nothing to say on your personal position on the Tibet Issue.

    Your letter coming at a time when we are going through the darkest period of our history in view of the extremely grave situation on Tibet of Tibetans being driven to self immolations, your letter was most unfortunate.

    Do you really think the Congressman would waste his time making such accusations without evidence? We have many pressing issues in the US at this time and I doubt the Congressman would make an issue of this unless there was some serious evidence.

    The parliament’s statement that the Congressman’s letter is “clearly based on insinuation and hearsay” sounds foolish since I doubt the parliament has had access to the same evidence as the Congressman who serves as Chairman of the House Foreign Affairs Subcommittee on Oversight and Investigations had.

    You also asked “Who benefits from this?” Democracy benefits from this. There are many powerful members of Tibetan society who seem to think they don’t have to play by the same rules as everyone else. They say there is democracy in exile, but their actions say the opposite. Why are these leaders so afraid of free speech? Without unfettered free speech, democracy has no chance of survival.

    I know JN by his work and he won’t reply to your presumptuous queries. So here is my answer for you.
    1. Are you saying the director was removed by an “independent board”? I think it is pretty clear to everyone that termination was done by RFA director Ms Liu may be with or without the influence from outside. BTW he is connecting the dot to the greater plot of the Chinese to remake its image. Read from the beginning.

    2. Public memory is short. Do you remember S Rinpoche calling Rangzen activists are more dangerous than Shugden practitioner or communist towards the end of his second term? Now who is dividing the Tibetan community? Do you think the Rangzen activists are so dangerous to our society? Check out today’s news, read the Sangay Dolmas last words, look at what she had tattooed on her hand; do you think she is trying to divide the Tibetan community by the idea of Independent Tibet?

    3. Both Kashag and Parliament has raised serious concern and warning about airing views contradicting with the official view to both the Tibetan printed media as well as on air. Read the latest statement from Parliament to the US Senator. CTA never pin point name or cite evidence, so there never call on few staffs as you imagined. Can you be clearer here about what the rumors are and who called His Holiness by names?

    4. Might be true, because none or may be a few have any journalistic experience prior joining either RFA or VOA (Gyari tsangs personal channel)..Some more rumors and want to dig in this nest too! It seems Gyari can call for interview anytime he wants! All staff are trained on the job and overall they didn’t do too badly until now.

    5. Chinese have manipulated the whole world…no surprise here. Can you be more specific on what is your question here presuming all these are questions.

    6. Don’t you understand the CTA’s stand? Do you think CTA is fighting against the Communist Party for regaining our freedom, or giving up our rights by succumbing to CCP’s diktat. CTA accepts the legitimacy of the communist rule over Tibet, so where is the point of being the most important institution to fight against the communist. You assertion is self contradictory.

    7. In the life science, evolution by natural selection is not rather natural but rather random. Aren’t our democracy left on our platter by His Holiness, do you think it is natural?
    If you think this whole narrative is splitting may be you are looking for a homogenized, monotonous, play by the order, Tibetan society like the communist who dress, speak, walk the same chord. Who explicitly shows order which is rather immense disorder inside? Do you want all Tibetans to hold their view and succumb? Then better live under the communist.
    Public bashing! Are you serious? Are you trying to threaten people here bringing in the fundamentalists practices.

    8. What more negative atmosphere you looking for? Since 59, things are had always been negative on our side and its grimmer now. With this call I suspect your motivations and connection to these whole events, rather than calling to critique the author you are calling for people to get rid of him and that too by playing the usual card of HH, like everyone is doing in this narrative.
    Oh, so everyone who doesn’t buy His Holiness ideals is a threat to the whole community! What an ideal!

    9. When one’s own government is busy silencing the dissent within its own community, how can the same government fight with the oppressors for the same action? Getting rid of people is practiced by the communists, like they do with every Tibetan activists, singer, writer or poet.

    Rather than calling for getting rid of people, which I understand here as to eliminate people of their very existence or their opinions from the public is an act of barbarian.

  31. It is another wonderful writing of Jamyang la after his thorough study and research on Tibetan struggle spending lots of time and energy as if we read carefully then we can understand it. The openness and the level of free speech require in order to feel that we are in free land and exile tibetan enjoy freedom is getting difficult each day. Because whether its good for CTA or not, whatever any Tibetan says and wish are the right of an individual to say for which there shouldn’t be suppression and discouragement but that is ever increasing since some years ago and it is well proved with removal of such dedicated person from RFA directly or indirectly influencing people to do it.

    Trusting communist regime is like a mad man work as Communist party themselves are suffering and falling from everywhere due to their own ruling their own country with so much of suppression and depressions. We should be standing strong towards the freedom and rightful justice regardless of time and condition. We should not compromise for the right and justice.

    Tibetan parliament members are sometimes merely for the annual meeting and guest of honors in function/ceremony only as we can all know in reality the no work and no contribution of anything of these members. All members supporting CTA on everything is clear indication of their easy way to work rather then studying the actual and also to question CTA Time to Tiime on important things…

    It is Hight Time and it is the Time to realize that CTA is merely a group of registered organization in India and actually we all are doing like this and that for one and only TIBET…

    SO, please respect freedom of speech, choice and decision…. We can learn alot on this from great India as though lots of corruption and fight in parliament verbally this also indicate clearly of freedom that all of them enjoy as a citizen of this wonderful country.   32. It is public knowledge that Kundun has been very clear on his views on the role of media, in his many press conferences around the world Kundun often uses words such as:’investigate’ ‘truthful’ ‘open’ ‘not biased”free press’ to describe the proper role of the foreign media.

    I always believe the saying ”in politics, there is no absolute honesty, but only interest”. So,I think this is also the same case in our government. However, as a Tibetan having lived under the absolute dictatorship and totalitarian regime of china and having experienced of deprivation of basic human right, i know how important it is for a citizen of democratic country to question whether his government functions fairly or not so that power is not corrupted. Therefore, I fully support Jamyang norbu la for bringging up such contentious topics which I believe is not meant for dividing our soceity rather making effort to make our politiciams and government more transparent, because a true democratic government comes into being not by praising and blind faith but by challenging with issues that concerns us.

Here it comes in government monitors where each citizen moves….there is no privacy, no freedom as we niavely think….. Mr Congressman might be right in his own right and I just shot a warning to Tibetans making too much “fuss” out of this. I did not pass judgement on “his” statement. We do know Tibetans are vulnerable, both inside and outside. Everyone is playing on the vulnerability, of course there are sincere supporters, geopolitics cannot be sincere, it only plays whenever beneficial, that is the nature, rules of international politics. It seems Mr NOrbu failed to see it. He is safe on the hills of Tennessee…. Free speech might be be good for a mature society, for a less educated society, democracy could be a mess….Our democracy is on the way….US democracy took 200 years to mature to today’s state. We are just over half a decades, so dont expect the same, moreoever, our government considers the victims inside first than politics of individuals. If there are Tibetans who play outside the rules, Tibetans have to deal with that honestly, we dont need unnecessary outside distractions. We are here not to infight…..we are here for a purpose…..

Now Junior Ngapo is dismissed from his positions for whatever reasons, JN is surprisingly standing up to defend the sons of “kudra” and later “collaborator” and “traitor” Ngabo…..It is bit puzzling when Fahter enjoyed Communist previleges in Beijing and Son promoting so called JN’s rangzen or rather a “balanced view” on the international stage, the father did not get in trouble……I am bit puzzled….JN is not worried….why? Additional: I was dismayed by Kalden Loeda’action during Kalachakra against TYC president Tsewang Rinzin…….but JN should not dragging in Kalden Loedo’s “X-MONK” status to prove something….what he meant? X-MONK are bad or meant something? This low talks is on the street with most of Tibetans who failed to respect people, calling names like that….I get annoyed when see people like that….most of them are uneducated or educated but not informed of important issues…..so, why JN?     As the Tibetan saying goes ‘duwa yoe na, me yoepa khyab’ (if there’s smoke, there’s bound to be fire), this case of RFA, if there was no involvement at all, I don’t see why people would sense it or as a matter of fact even point fingers to Individuals/Institution.

    Personally, I’ve always been warned by some seniors (former & current) TGiE staff to be mindful of what I say of my political view and I’ve always wondered, why should i think before i speak of my country and my love for my country! Why should I be mindful speaking of reviving Tibet’s independence! Censorship does come from all levels of bureaucracy, from individuals to the institution.

    I think there should be an independent investigation led by the US congress in this matter. Although it’s a pity having to say this, but i cannot trust a TGiE or the TPiE led investigation. We’re knowingly unknown for covering our own mistakes!

    Before fighting the big fight with China, we have to be free ourselves. Then only can we have the strength.

    RFA president is said to have raised Kalden Lodoe’s pay so high, that all other staffs who like the same are jealousy of it.

  42. Highly concerned Tibetans, lets call it a cease fire for 5 mins, I have a simple proposal to make before we talk about lofty issues like Free Speech, Democracy etc.

    Rep. Dana who slapped the fiery letter on our sikyong LS’s face is a ranking member in the US Congress. He’s the chairman of House Foreign Affairs Subcommittee on Oversight and Investigation – pretty powerful man with huge responsibility! When someone like him sends such a strongly worded letter on his official letter pad to a Sikyong there has to be some smoke!

    Existence of CTA is very important to us, so is support for it US Congress and financial aid from the US to run our govt. If you all really care about the betterment of our govt, lets stop smearing mud on JN and let’s request Congressman Dana to investigate fully, using his power as Chairman on Oversight and Investigation, to find out if any member of TGIE, current or former, is involved in controlling or influencing news and editorial of RFA or sacking Ngapo. If the congressman can provide us evidence that sikyong Lobsang Sangay is involved in meddling with the pvt business of RFA and it is costing us support and funding from the US govt, then clearly LS is doing more harm than helping us! He mustn’t be in the office. Lets all ask him to resign or urge Chithues to impeach him. Fair enough? Gyari, Samdhong Rinpoche or Lobsang Sangay, no matter who they are, they don’t matter when it comes to preserving the integrity of and existence of our govt. They are like trains in a train station – if one leaves another comes!

    Second, when the Congressman sent the letter, sikyong Lobsang Sangay responded almost next day, denying categorically having met Libby Liu anytime, let alone to ‘influence’ the decision to fire Ngapo in question.

    According to this article, JN says LS and Liu met not once but a couple times and one of them at least to discuss firing Ngapo. This is pretty serious allegation too. We certainly don’t want a Prime Minister who lies to an important US leader and us about such a serious matter. Why not ask sikyong Lobsang Sangay to respond to JN’s allegations and find out who’s lying. This whole thing is not about somebody getting fired anymore. Fair enough? When investigating the truth behind such a serious allegation, no one is above it, even Lobsang Sangay, our sikyong.

    You all talk about caring about His Holiness and following His advice. I know His Holiness must be embarrassed with this whole development. Let’s get to the bottom of this and punish whoever is involved from CTA and make CTA corrupt free, and make His Holiness proud! Fair enough??? Good!

    After seeing US Congressman Dana Rohrabacher’s letter to the Central Tibetan Administration Sikyong Lobsang Sangay, I was shocked in the same way as I first heard the news that Mr. Nagpo Jigme was dismissed by RFA. Since at present the information I have obtained so far is incomplete and there is also the language barrier, it might be possible for me to misunderstand the situation. However, based on what I have seen, I feel the need to express my views:

    1. Mr. Ngapo Jigme was dismissed by USA’s Radio Free Asia and not by the Central Tibetan Administration, therefore, in my opinion, in relation to this incident, Rep. Rohrabacher has to direct the responsibility of investigation towards Radio Free Asia’s management, not towards exile Tibetan society.

    2. I think that individuals as well as organisations have the right to like or dislike a media, this opinion can be expressed; if this is merely an opinion, this is not overstepping any boundaries.

    3. What is important is media independence, external matters or attitudes should not have any bearing on personnel matters or moreover the content of the news, this would be stifling the freedom of the press. Even if Radio Free Asia is motivated by its sympathy to the Tibetan cause, it cannot violate the basic principles of the democratic freedom of the press. That kind of activity would actually be harmful to the Tibetan cause.

    4. For more than half a century, the Tibetan exile government has made tremendous contributions that is clear for all to see, Rep. Rohrabacher’s criticism of Radio Free Asia’s dismissal of Mr. Ngapo Jigme should not turn into sweeping generalisations.

    5. I believe that Tibetan exile society needs to raise the level of its own political modernisation. This kind of modernisation is not just the appearance of democracy only on the surface but a real understanding of and compliance with the ideas and principles of democracy, especially to accommodate a variety of views, receive criticism, as well as to monitor those who are in control, these things are the true essence of democracy.

    6. I am grateful to Rep. Rohrabacher for his attention to the Tibet issue, at the same time I hope that Rep. Rohrabacher will withdraw criticism directed toward Tibetan exile leaders, and instead direct it towards Radio Free Asia.

  47. I read JN’s blog and comments. It is sad our community has become so oriented with speculation and listen to these things without any clear observation. JN’s writing on issues related to Tibetan community alway based on nearsay and gossip around him. This is proved by this one. As said in some of view expressed earlier what ever he said is mostly told to him by his friends in RFA like Karma Zurkhang. Yes, I believe in free press but free press has to be preserved by both audience as well as the media outlet itself. Problem with radio talk show which JN is one of the contributor is the show has became source of degenerating value of fair and unbiased journalism in RFA. Unlike JN,I used to listen to this program and both JN and its host Karma Zurkhang alway stay on one track attacking CTA or its officials. This never happens in Sean Hannity’s show. He always challenge the guest on issues equally but that never happens in Karma Zurkhang’s talk show JN is guest for the show. On this issue Jigme Ngapo never use his power to control the editorial problem. One reason why JN is too supportive of Jigme Ngapo this time is because he lost is heaven like platform to say anything he wish say against Dharamsala and its leaders. Although firing of Jigme Ngapo is internal matter of RFA and we don’t have any clue why his service was terminated. But what concerns me is why leadership of CTA brought into this game. We also need to study very seriously way Rangzen Alliance brought the Congressman Dana’s letter and press release on their website and now JN’s wrote this article without any mention of Sekyong’s reply to Congressman. JN also praised Jigme Ngapo as Rangzen fighter. Jigme Ngapo has no contact with CTA or Tibetan Community since he became Director of RFA. He never attend any events of HH the Dalai Lama in DC. Jn said “The Dalai Lama wholeheartedly supported his appointment”. I don’t know what is his source. Ngapo Jigme got he job at FA because of recommendation from Chinese scholars in US. One time one former Katri Samdhong Rinpoche ‘s visit DC one form audience asked question regarding CTA’s relation with RFA and SR clear told audience that they have couple of issues with broadcast material and wrote of letter RFA Director and RFA Director ignored their concern and never received any reply from them. So, we have to judge from both angle. JN la if you are truelly Ranzen fighter please try to save Tibetan community and don’t divide them. MOOK BAHADUR ONLY WILL GAIN RANGZEN>

This rant is getting old, and one needs to read and educate yourself and get the facts straight on these baseless stories that we used to hear about Kudras. I thought these Kudras had horns and blood in their mouths, the way these stories came accross to me as a young lad. In the West, where they have done research and studies of Tibetan history, in no way suggest the Kudras have sold or mistreated their own people.

    Ngapo Jigme was fired by RFA not by CTA. So, the question “WHY” has to be put to RFA not CTA. I know you are critics of CTA but please appreciate the work done by CTA. I am not a CTA official and wanted to see a free Tibet. You are a rangzen advocate and we youngster really want to know your idea and method in achieving independence for Tibet. I would greatly appreciate if you could write an article how to achieve independence rather than denouncing CTA and it’s members.

    Now, thanks to the Tibetan parliament who involved all the powerful individuals of the United States government in their letter, we will be sure to see some sort of resolution. It may not be intended as such but the end result is that it has taken it off the hands of Tibetans now and put it squarely in the hands of the responsible authorities of the United States government.

    If it is proven that the our people are indeed involved in this scandal, then they should be kickd out office to save the dignity of the institution and the struggle. Individuals are expendable, our institutions are not.

I want to categorically state that I have never approached either RFA President Ms. Libby Liu or members of the Broadcasting Board of Governors on matters related to RFA personnel. I, therefore, have nothing to do with developments between RFA management and Mr. Jigme Ngapo. Allegations of interference on personnel matter are completely baseless.

    Lobsang Sangay did not say in his official statement, of denying meeting Libby Liu. He did not approach her in matters relating to RFA.

    This all comes down to individual responsibility and that is something JN grasped a long, long time ago ! When all has been said and done we will all fall, die or simply fade away.

    JN, his stance,his writings, his legacy will remain as part of Tibetan history.

    Don´t be hateful or jealous just accept that this is a man that stands for what he believes in.

I am Bangalore college student from Amdo Ngaba. My brother and two of neighbors set on fire for the cause of Tibet several months back. It is really disturbing. They think and then act. We really need to act rather than giving lip service. JN..Don’t tell people you are writing for Tibet, you are hungry for your self interest. Community is more important than individual. If you can not work for the betterment of common people, don disturb those who are working for them. We need to think how can we stop burning human torches in Tibet.   58. Jamyang Norbu’s article though long, is just a tip of iceberg. There is lot more information doing rounds in Dharamsala.

    One small fry viciously out of picture is ‘part-time’ D.C. resident called Kalsang Aukastang (KA), who also liked to be called “David Alexrod of Lobsang Sangay” ( for those who don’t know Alexrod, he is considered Obama’s brain, his strategist.)

    Sikyong was in D.C. on an official visit along his ‘Alexrod, Aukastang, during the summer. Aukastang told VOA staff that ” their main mission is to lobby BBG ( Broadcasting Board of Governors) to promote Libby-liu’s good work.’ He also told VOA boss, that Libby( RFA President) has promised structural changes at RFA and wants to know what Tibetan service of VOA has to offer?”

    There is also information that these very high level Tibetan officials are putting pressure on international human rights organizations (like reverse engineering.)

    For, all ‘ I-Lhakpa Dolmas’ above wanting to slap JN , and all other sheepishly naive Tibetans:

    If you care for the future of Tibet, keep a close eye on activities of these high level Tibetan officials and going-ons of people like Kalden Lodoe.

    In the end, it is not going to be JN or Tsering Woeser who will stop you from singing Tibetan national anthem or raising Tibetan national flag, it will be the same group of people whose names are cropping up everywhere.

    Please lit a lamp for all those who died and are dying for Tibet.

    After seeing US Congressman Dana Rohrabacher’s letter to the Central Tibetan Administration Sikyong Lobsang Sangay, I was shocked in the same way as I first heard the news that Mr. Nagpo Jigme was dismissed by RFA. Since at present the information I have obtained so far is incomplete and there is also the language barrier, it might be possible for me to misunderstand the situation. However, based on what I have seen, I feel the need to express my views:

    1. Mr. Ngapo Jigme was dismissed by USA’s Radio Free Asia and not by the Central Tibetan Administration, therefore, in my opinion, in relation to this incident, Rep. Rohrabacher has to direct the responsibility of investigation towards Radio Free Asia’s management, not towards exile Tibetan society.

    2. I think that individuals as well as organisations have the right to like or dislike a media, this opinion can be expressed; if this is merely an opinion, this is not overstepping any boundaries.

    3. What is important is media independence, external matters or attitudes should not have any bearing on personnel matters or moreover the content of the news, this would be stifling the freedom of the press. Even if Radio Free Asia is motivated by its sympathy to the Tibetan cause, it cannot violate the basic principles of the democratic freedom of the press. That kind of activity would actually be harmful to the Tibetan cause.

    4. For more than half a century, the Tibetan exile government has made tremendous contributions that is clear for all to see, Rep. Rohrabacher’s criticism of Radio Free Asia’s dismissal of Mr. Ngapo Jigme should not turn into sweeping generalisations.

    5. I believe that Tibetan exile society needs to raise the level of its own political modernisation. This kind of modernisation is not just the appearance of democracy only on the surface but a real understanding of and compliance with the ideas and principles of democracy, especially to accommodate a variety of views, receive criticism, as well as to monitor those who are in control, these things are the true essence of democracy.

    6. I am grateful to Rep. Rohrabacher for his attention to the Tibet issue, at the same time I hope that Rep. Rohrabacher will withdraw criticism directed toward Tibetan exile leaders, and instead direct it towards Radio Free Asia.

  64. What reality are we checking? I believe JN is checking reality. REality doesn’t have to conform to your narrow views. Reality means everything including something that is not obiviously observable or comprehensible but factual or that can draw a logical inferences/conclusions.

    The reality is that democracy values differing opinions and i advice you not to whine but reason out your disagreement. After all, Jamyang Norbu has given us a FREE forum for discussion. He can take all of your negative criticism gracefully.

  70. If Tibetans want real checks and balances and the mechanisms to prevent being taken for granted by those on top, then we must introduce party system politics. It may be democracy to adopt and promote middleway policy,(although it is debatable whether CTA has the people’s mandate to do so), but it is clearly dictatorship to stifle the Rangzen voices. Unless and until we have a party system with a sitting opposition in the parliament, those on top will continue to act with impunity. They will release a couple of statements, respond to some comments on social media, intimidate the pathetic parliament into signing whatever they please, and then wait till the whole thing fades away from the collective memory. The current system of choice less top down democracy renders us impotent even when our most basic rights are being trampled upon by those on top. What is the use of such “Democracy”.!!!

I am compelled to write a few words here as fact checking of various allegations made by Jamyang Norbu against the CTA and the current Tibetan leaders with regards to recent dismissal of Ngapo Jigme from his job at RFA. Actually I am not interested to know what and why of Ngapo’s dismissal but JN’s allegations that it was conspired by CTA headed by the Sikyong who allegedly did what he did at the …
    instigation of Beijing is too far fetched. However this too does not concern me as much as it is the responsibility of CTA and Sikyong to clarify the matter as the allegation was not only coming from JN but also from a lawmaker of the United States of America. I am glad the Sikyong and the speaker of the Tibetan Parliament in exile had issued statements refuting the allegations made by the U.S. lawmaker and it’s now up to him for the next step.
    What irked me most like many other Tibetans who had read Jamyang Norbu’s long article on this matter is his allegation that the adoption of CTA as the henceforth official name of the H.Q of the Tibetan establishment in exile and the recent change of Kalon Tripa to Sikyong as the official title of the head of CTA is at the urging of Beijing and part of CTA leaderships’ way of appeasing the Chinese government. Nothing could be further from the truth than this allegation and in fact it is an act of insult to His Holiness the Dalai Lama. Jamynag Norbu knows very well that His Holiness the Dalai Lama was solely responsible for making these two important and necessary changes at the time of his devolution of temporal power to the popularly elected leader of the Tibetan people through the power of ballot over a year ago. His Holiness had given ample explanations to the Tibetan people and non-Tibetan supporters of Tibet at the time. His Holiness had found it necessary to reiterate the matter again and had spoken extensively during his visit to Italy early this summer and at Ladakh during his teaching a few months back. In fact His Holiness had said that he found it necessary to speak again on these two issues because of unfounded allegations by a few Tibetans of betrayal by His Holiness. So, as a Tibetan, I would demand an unequivocal apology from Jamyang Norbu to His Holiness the Dalai Lama and henceforth never ever make this kind of mistake and stop twisting facts to suit his own convenience.
    By the way I think it is important to know the reasons His Holiness has given for the two important changes I have mentioned above by Maura and other friends and supporters of Tibet. To be very brief, His Holiness had said that the sole reason for adopting the CTA was because of unequivocal rejection of the name Tibetan government in Exile by then late Prime Minister of India Mr. J. Nehru during His Holiness’s meeting with him in the summer of l959 at Massoorie in India. Mr.Nehru had vehemently rejected the idea as unacceptable by the government if India when His Holiness had revealed it to him and thus the CTA was coined.
    The title of Sikyong has a very significant meaning and historical importance to us as Tibetans. The title of Sikyong dates back to the time of 5th Dalai Lama and all the subsequent Dalai Lamas leading to the current 14th Dalai Lama. The title of Sikyong (translated in English as Temporal Authority or Administrator) was given to the Regent who was appointed by the Special National Assembly of the Tibetan people called expressly to select and appoint a Sikyong during the interim period of the passing away of the Dalai lama and until the discovery and maturity of next reincarnation to take the power of both temporal and spiritual leadership of the Tibetan nation.
    His Holiness the Dalai lama specifically mentioned in his speech during the inaugural of Lobsang Sangay as the newly elected Kalong Tripa of CTA that His Holiness was very pleased to confer the title and post of Sikyong to Lobsang Sangay on this very auspicious occasion as he had received it from Sikyong Takdrag Rinpoche the then Sikyong of Tibet over a six decades back. So I would like to remind my fellow Tibetans and also non-Tibetan speaking Supporters of Tibet to know the historical significance of the title Sikyong.

  74. We should not see everything in black & white.

    I believe in middle way approach and indebted to his holiness for unifying, nurturing and leading,giving us a direction. I am a firm supporter of our Sikyon during his election, we have faith in his abilities and potential in being a game changer in Tibetan politics. He has proven to be the best leader till date. I fear he is losing touch with ground reality issues after sitting in AC room for more than a year. I wish he would spend at least 1 week in rural tibetan settlement and listen ,connect with settlement people. The Tibetan exile government has a vision and approach which all of us may not agree. That is normal human behavior and normal in a true democracy.

    I also believe that we should not suppress critics and freedom of expression. By brandishing them taiwan funded, shugden follower and anti dalai lama if we do not toe the tibetan exile government official line. It has been always found that people misuse his holiness stature and force / influence stating we can’t think otherwise as it is his holiness wish. We need people who points mistakes and keep our government on toes all the time so that they do not become complacent. After all, we all are human. We have limitations. Unless there is good system/systemetic check in place how much great people are in place they are bound to succumb to lust, greed and other humane frailings.

    I don’t see anything wrong in JN, he has every right to raise his voice and raise awareness on the other side. This is necessary and crucial in any democracy. As long as all the pillars of democracy are intact and firm. We are in safe hands and democracy will flourish for better. Bhod gyalo. Please avoid personal attack and I would suggest everyone to have a holistic view. We need to see and observe the other people point of view as well.

    Mr. Jamyang Norbu’s article “Free Radio Free Asia” dated November 22, 2012, and his subsequent piece “CTA Joins Free RFA Debate” contain inaccurate information which is misleading our community and supporters alike.

    In the piece dated November 22, Mr. Norbu wrote, “It also appears that in June of this year Lobsang Sangay, Libby Liu and Lobsang Nyandak, the representative of the Dalai Lama in New York, met in London and had discussions about the need to restructure RFA’s Tibetan service and to replace Jigme Ngabo.” In the second one he corrected himself, “I rechecked my notes and came across the actual month and exact date, plus additional information. On October 23, 2012 His Holiness was in London and participating in an event organized by Legatum Institute. On the sidelines of this event the meeting between the Sikyong Lobsang Sangay, Representative Lobsang Nyandak and Ms. Libby Liu took place.”

    I have had no discussions with Ms. Liu about Mr. Ngabo Jigme in London or anywhere else; in fact since becoming Representative four years ago, I have never even been in London. As for Sikyong Lobsang Sangay, he did not fly to London to meet Ms. Liu as Mr. Norbu claimed. Sikyong was in London at the time to attend a Symposium on Ethics for a More Prosperous World, at which Ms. Liu was also present.

    During Sikyong’s visit to Washington DC in July 2012, I did accompany him to a meeting with representatives from the BBG. That meeting was a courtesy call. Not only was Ms. Liu not present at this meeting, but there was no discussion of RFA personnel.

    Mr. Jamyang Norbu also wrote that I was in DC “a few days after Jigme Ngabo’s dismissal…to thwart any effort by RFA staff to organize support for Jigme’s reinstatement.” My visit to DC on November 5, 2012, to brief senior officials from the US State Department, including the Special Coordinator for Tibetan Affairs as well as White House staff on the dismal situation in Tibet, was confirmed many weeks in advance. It was a coincidence that Mr. Jigme was abruptly dismissed on the same day. Because of unfounded rumors circulating of CTA’s involvement, I met with RFA staff in the evening to categorically state that CTA has no involvement with Mr. Jigme’s involuntary resignation or dismissal. As a representative of His Holiness the Dalai Lama and of the CTA, it is my duty to clarify misunderstanding and correct misinformation about the CTA.

    Sikyong Lobsang Sangay has already stated that CTA has no involvement in the resignation of Mr. Ngabo Jigme from RFA. His statement of November 21, 2012, said, “Allegations of interference on personnel matter are completely baseless.” However, Mr. Norbu has continued in his efforts to paint a dark picture of CTA leadership as being engaged in a conspiracy to stifle voices of people who advocate independence and prevent freedom of speech within the Tibetan community.

    The CTA leadership, along with the Tibetan people, is invested in the integrity, honesty and independence of Tibetan media.

  79. .. some random thoughts.

    Let’s first set right what freedom of speech means. It’s not just about right to speak but also about taking responsibility in things you say. So rights and responsibilities. Let’s not indulge in baseless accusations and defamations.

    Mangtso newspaper published its last edition in March 1996, not 2001 as JN had said. JN was one of the editors but had been going back and forth to US to be with his family during its publication. If the Dalai Lama’s call led to its closure, it must had come as a good timing for JN as then he could move to the US, which he did not long time after.

    JN’s association with kudrak started only in recent times. His father was the famous Lhawang la, who owned Bellevue Hotel at Chowrasta in Darjeeling. He was not a Tibetan. I don’t know exactly about his mother, but that’s the side of his link with kudrak. So I will not assume or pretend like I know, like JN, but the the contender who lost to Lobsang Sangay, Tenzing Namgyal Tethong, is JN’s cousin. Remember how JN portrayed LS in such unbelievable negative light to push Tethong. *

    And since Ngabo Jigme has kudrak background, add to that his own ouster from RFA, JN made all possible speculation to discredit LS and his colleagues. So it becomes all clear what kind of debate JN is trying to generate. **

    I am saying * and ** for you to judge which way wind will blow when JN writes.

    People in Tibet proudly display photos of the Dalai Lama, Samdhong Rinpoche and Lobsang Sangay. *** Songs were sung in praise of the Dalai Lama and Lobsang Sangay, putting the singer’s own lives at risk. It clearly shows Dalai Lama and Sangay has the popular support of Tibetans both inside and outside. That implicitly shows their support in their ideas (read umey-lam). JN is only bad mouthing and spreading discord (intentionally or unintentionally) within the Tibetan society (both inside and outside).

    JN’s writings being used by Chinese publications are not something to feel proud of. It’s time to reflect on those and check the purpose and who’s benefiting. It’s not about how your and few other’s (read a small minority) whims and fancies are not fulfilled. Tibetan cause is about how the majority of the Tibetans would like to see it resolved. Aren’t you using the word democracy (and writing these assuming essays), if so then don’t we know that in a democracy, majority prevails? But of course I am not saying that you cannot express your views. Do that but again, those should be on the basis of truth and in the spirit of how majority prevails.

    I don’t feel the removal of Ngabo Jigme such a big deal. Although I feel that reason should be given for his removal. And also didn’t like that he has been dismissed in such a humiliating manner. After all he has served the service for 16 years and have contributed to its success.

    However, he has been serving there on contract basis and if he had read the contract well, he would probably understand how and when the contract could be terminated. It’s also probably time to pass the baton on to someone else. But not to be led by people like good-for-nothing type such as Kalden Lodoe. If I digress, some VOA newscasters also need to go. They are just bit too old (and doesn’t have the right newscaster personality) to be there.

    Congressman Rohrabacher’s letter was uncalled for, particularly the one to Sikyong. The way he has presented the issue of self-immolation is totally lie and misleading. He shouldn’t use such a sensitive issue to endorse his personal views and agendas. What Tibetans want will be decided by the Tibetans. If he cannot support what the majority of Tibetans want, he can leave the Tibetan cause to the Tibetan people. And since the majority of the Tibetans support the middle-way he should either support it or else can leave the Tibetan cause with the Tibetan people. What the majority of the Tibetans want is all clear, particularly those in Tibet, as I have mentioned above ***. But of course I have seen some people in Tibet saying Rangzen. That’s all right, but again how many of them? Very few.

    In the same vein, JN should also understand these facts and don’t distort and mislead the public particularly the ones who are new comers in the Tibetan world.

    Like JN liked CTA replying and clarifying the doubts (or rumors if you like), we also would like clarification and answers from you to many of the points and questions asked in many of the posts. You just say what you want (and expect reply from CTA), and not clarify or answer is not sitting well as then the debate (you would like) only goes half way.

    And now that both Sikyong and Lobsang Nyandak had spoken out giving full clarification and that LN even had not gone to London all these years, shouldn’t JN apologise for all these lies and defamation.

  80. My sources in Tibetan government say that there is lot more people involved in firing of Jigme Ngabo and subsequent power grab. They say:

    ” the worldwide search” for new Director will end with either Tseten Samdup or Kalsang Gyalsten, former Geneva Envoy”

    Tseten Samdup is currently Swiss Representative, but more importantly, he is younger brother of Private secretary Chhime Rinzin, one unnamed key player in this dirty game.

    ( Tube-lights in Tibetan communities should first ask: how in the world Tseten Samdup became a Dhonchoe in the first place? How come all these plum posting goes only to people who have powerful connection while many good people of CTA get struck right down there, where they began? That is aside.)

    Sources tell me that Chhime Rinzin is trying to get his journalist brother as Tibetan Service Director. Chhime Rinzin is said to be trying to influence RFA president through Kalden Lodoe. Sikyong is promoting his own candidate.

    Sources say if they have their way, they will compromise on some one who will initiate self-censorship of RFA broadcast but also undermine Lodoe Gyari.

    We all know Lodoe Gyari is no friend of RFA Tibetan service. But I am just relaying you all the information my sources throws at me.

  82. I would like to say something about Ngaba Jigme la. To be honest, he worked at the RFA for sixteen years as he chief, but he never ever been Dharamsala in the past sixteen year. It shows to me that how much he had connected with Central Tibetan Administration and care about Tibetan issue!!! The other hand, Ngaba la, used to go to China and Hon Gong for the job!!! so my understand that RFA establish for Tibetans inside Tibet. Jigme la has to go and connected with Central Tibetan Administration rather than go to china.

  83. Let me be the last one to post here.
    We must understand that the real question is not about who was fired but rather how and why Ngabo was fired.

    The circumstantial evidence that we have can tell us that CTA top official’s dirty hands are there in firing RFA’s Director.
    One side charges and other side denies the charges–

    One side thinks it’s an attmpt to stifle the rangzen voices given contract termination of Rangzen advocate and other denies it.

    There is only one way going out of this mess: that is to have an independent high-level investigation and let them make the conclusion. Guilty should be brought to justice.

    Lastly, we should make sure RFA is really free of politics and influence from anybody let alone CTA. In other words, they should give equal excess for the rangzen advocates to voice their opinion.

    4 Tibetan Parliament: please stop being childish. You don’t have to side with anybody at so early. Least you can do is to investigate and then calm the situation. When you get so defensive to the charges congressman brought against Sikyong, people will wonder why chithus has to answer as if they knew everything about CTA official’s conduct. Chithus responsibilities lies with the lagislation and scrutiny of the executive. HOw do you know that funds aren’t misspent during the last chithus meeting and today? I am not saying there is but you got to act smart. You don’t have to gang up with Sikyong.

    What you could have wrote to the congressman, if at all deemed necessary, could have been something like this:

    “Thanks for sharing your concern. We’ll launch a high level investigation regarding this allegation. Chithus and the Audit dept are always working hard to make sure the funds we recieved are not misspent and the records will be submitted upon request. Thank you for your continued support.”
    I think more damages is being done by the chithus letter. I will be happy if i am worng on this.

  85. All the fuss should remind everyone of the Reting era, after the 13th DL. The only difference is between a closed society and the digitally-connected yet socially-fragmented Tibetan “community”. Indeed, it bodes ill for what will transpire after the 14th DL for your Cause–should there continue to be one or even two “Causes” at all. IMHO, Tibetans need a strong leader like the Great Fifth or the Thirteenth–leaders that existed only briefly in the long history after 853 AD. “Democracy” may sound great and uplifting, but it is such a luxury for a people whose history lacked stable and effective institutions of governance.

    This kind of problems happened in 1950s in Tibet.Reting and Tadrak played same game like this.Many Tibetan official were involved in that dirty game and some even used chinese against on our own people. they asked china to reinforce.But finally china claimed Tibet as their taritory.Both Reting and Tadrak lost every thing the had, not only that 6 million Tibetan people also had to lost our country.So we must clean this dirty game from the root of our society. I think it is in our blood, so should clean it up before it’s too late.

    I truly agree that we all need Freedom of Speech,,,but is it really ok to use it to create conflict in our society? ,,,,,to create misunderstanding?,,,,,,,to create commotion?,,,,,to create disturbances?,,,,,,,,,to misguide younger generation? After all, what have we gained with such Freedom of speech? What changes have it made for our couse? What kind of positive results have we received from his freedom of speech? How many of our Tibetan people have benefit from his freedom of speech? How many of our Tibetan people are now happier with his freedom of speech?

    Really I am not trying to be a bias,,,,,,,I truly speak whole heartedly without any negative intention. But it is time for us to think carefully and open our two big eyes to see who is really doing something more than just writing some articles in English. We have to be more practical and it is really not time for us to criticize each other in the name of Freedom of Speech, when our brothers and sisters are still burning in Tibet. Please wake up!!

  94. Article 19 of the Universal Declaration of Human Rights, adopted in 1948, states that:

    “Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.”[6]

    Today freedom of speech, or the freedom of expression, is recognized in international and regional human rights law. The right is enshrined in Article 19 of the International Covenant on Civil and Political Rights, Article 10 of the European Convention on Human Rights, Article 13 of the American Convention on Human Rights and Article 9 of the African Charter on Human and Peoples’ Rights.[7] Based on John Milton’s arguments, freedom of speech is understood as a multi-faceted right that includes not only the right to express, or disseminate, information and ideas, but three further distinct aspects:
    the right to seek information and ideas;
    the right to receive information and ideas;
    the right to impart information and ideas.[7]

    Disrespect doesn’t have anything to do with it. You are allowed to disrespect all you want. It is protected by the law. The only two restictions are hate speech and slander, I believe. Even then, I have myself observed police protecting racist KKK members from the crowd and understood even they have the right to protest peacefully. I have observed bile mouthed muslim clerics declaring death to westerns on the street protected by western secular principles. So on and so forth.

  102. I don’t know what nation and it’s people would ever consider giving up it’s sovereignity. It is a disgrace that we have come to this stage where our exile adminstration and its supporters have renounced our goal of independence. We are the only people on this planet that have this skewed loser mentality of wanting to live under a communist China that has raped and plundered our country. That says alot about our kind.     undisclosed Tibetan group is true to its allegtions, including financial irregularites, involving millions of dollars,committed by Libby and BBG’s Michael Mehan, both the institutions are in big trouble. No wander Libby was criss-crossing USA, India, and Burma for what and what expense!

    And this guy, Kalden, has taken all those talking heads for a ride which they are finding it hard to disown. Saddest things is, no one now thinks, that His Holiness is kept in the dark. Ultimately, he will have to, willing or not, reign in. That seems to be only solution as of now if CTA’s damaged image is to be put under check.

    The damage caused by the Syikong’s rash answer coupled by the legislature chairs’ uncalled for arrogant free-for-all letter, as well as mobilizing the Tibetan communities in North by the representative to malign the US Congressman cannot be repaired.

    One prays that CTA is not caught in the web of RFA/BBG financial scandle when its sees the light of the day!

  104. The failure of a not so simple Buddhist monk

    The 14th Dalai Lama often says, “I am just a simple Buddhist monk – no more, no less.” His Holiness is anything but that – for on the surface he is the very embodiment of worldly success. All his life, he has been, and continues to be, courted, supported, honored, and promoted globally by Western interest groups.

    He commands global attention for two reasons: first he, against China’s interests, willingly serves the diverse and complex political and economic interests of the West; second, the novel mystical Tantric spirituality he represents dovetails with the unbearable, deepening religious void of many Western souls.

    The 14th Dalai Lama’s predecessor, the 13th Dalai Lama, sought exile in British India, where he served as an agent for the British against China’s central government during the Qing and Kuomintang reign.

    His friend and biographer, Sir Charles Bell, a career diplomat of the British Raj, was deeply influenced by the 13th Dalai Lama’s spirituality.

    Currently, some Westerners use the Dalai Lama to launder their dirty laundry against China and to purify their vacuous souls.

    On the other hand, the Dalai Lama needs the West to bring his modified theocracy and his flock back to Tibet and to achieve de facto Tibetan independence, by outmaneuvering the central government in Beijing. The Dalai-West connection is a relationship of mutual back scratching. The Dalai Lama is not “a simple Buddhist monk” after all.

    Ironically, despite the Dalai Lama’s enormous worldy success, the support of Western interests, the implementation of his so-called Middle-Way policy, and the maintenance by China of an open door posture, the Dalai Lama has yet to secure a “welcome back” invitation from Beijing. Why?

    For his embarrassment, the Dalai Lama has a ready answer – China is evil. This evil characterization precisely fits the West’s anti-China bent. In his March 10 speech to mark the 50th anniversary of the so-called “failed Tibetan uprising,” the Dalai Lama claimed that, for the past 50 years, Beijing has caused Tibetans “untold suffering” and forced them to live in “hell on earth”. This is hardly the rhetoric of the Bodhisattva of Compassion, incarnated to save all suffering souls, even the “hated Han Chinese”.

    A quick listen to the “hell on earth” rhetoric (look, for example, into how, in 25 years, a Tibetan teacher turned a 20,000-yuan unsecured government loan into a 40-million yuan industry: Tibet Dashi Group Co Ltd.) would lead one to conclude that the Dalai Lama has an active imagination predisposed to the drama of negativity.

    Or, less charitably, one might say that he simply lies, an unbecoming act for a spiritual leader of his, or any, stature. Interestingly, the resultant spiritual demerit may strip the Dalai Lama of his Bodhisattva status and preclude the incarnation of a 15th Dalai Lama.

    Then there is the issue of angry Tibetan youth. Born and raised outside of Tibet and alienated culturally, religiously, and socially, they turn their anger on Beijing and seek absolute Tibetan independence, even if it means violence of the Taliban-type (the violent March 14, 2008 Lhasa incident is a case in point). The Dalai’s silence on this matter constitutes tacit approval, so when such violence erupts, he must bear full responsibility.

    Why the Dalai Lama fails

    Assuming that the Dalai Lama really wants to return to Tibet, what then are the real reasons for his failure to do so? Three reasons spring to mind. First, he is not China oriented. Second, the Dalai Lama does not understand the New China of which he wants to be a part. Third, he is in the service of the West’s imperialist and post-imperialist interests against China.

    The Dalai Lama’s fundamental orientation is the West, not China, as shown by the kind of people he trusts. Two of the Dalai Lama’s brothers worked for the CIA. According to ABC News, his older brother, Taktser Rinpoche, a close advisor, was “a Buddhist monk turned CIA translator who helped train Tibetan resistance fighters in a guerrilla war against Chinese rule”, perhaps at the CIA’s Colorado training grounds (September 6, 2008). Recently, the Dalai Lama’s two trusted representatives at talks with Beijing were not even China experts. Lodi Gyari looks after the Dalai Lama’s interest in Washington, and Kelsang Gyaltsen oversees operations in Europe.

    All Dalai Lama dealings with Beijing have a Western veneer. The lack of a genuine Chinese perspective is the Dalai Lama’s fundamental weakness.

    Secondly, he does not understand what China, by definition, is about. For example, he does not seem to appreciate the fact that China is a big family made up of many separate but equal ethnicities of varying size and cultural characteristics.

    Out of 56 ethnic groups, the five-star Chinese flag can only accommodate the top five, of which the Tibetan ethnicity is one. The others are Han, Mongolian, Manchurian, and Muslim.

    China must protect and promote the culture of each of its ethnic groups. For example, China helped 12 minority groups develop written languages and helped five others improve their existing languages. Tibetan culture and language receive the same protection and promotion.

    For 150 years China has been fighting imperialism. Notable events include the 1900 Boxer Uprising and the War of Resistance against Japanese Aggression. The Dalai Lama should know but he does not seem to remember these fights for survival. In the Seventeen-Point Agreement for the Peaceful Liberation of Tibet (1951) document signed by the Dalai Lama’s representatives, point one states: “The Tibetan People shall be united and drive out imperialist forces from Tibet; that the Tibetan people shall return to the big family of the motherland – the People’s Republic of China.” As the Dalai Lama’s career moves away from what point one requires, how then does he expect to “return to the big family?”

    At the March 12, 2009 press meeting, Premier Wen Jiabao again reiterated the central government’s open door posture regarding future dialogue with the Dalai Lama. It appears that a meaningful “return to the big family” for the Dalai Lama will depend on whether he accepts point one of the 1951 document.

    For the Dalai Lama the door back to China will always be open if he approaches it properly.

  105. DORDAM59, speaking of China Daily, my chinese neighbor who lives few doors down from my apt collects them. He has a whole stack. I was only too happy to receive some of the extras he was giving away, especially, as on that day I ran out of toilet papers.

    I found out first hand that China Daily has incredible absorbent powers. Google says, that’s because their paper is made of the same material as Pampers diaper. Cheap toilet papers are so much inferior IMO.

    Seriously, if you ever have a bad diarrhea like I did, get your hands on some China Daily Propagandus, your ass will thank you.

  106. I don’t know what Kalden Lodoe is cooking up but there is a rumor coming out of Dharamsala that Mr Lobsang Wangyal, the Creator of Miss Tibet and Miss Himalaya pageants is resting comfortably in a New Delhi hospital after a successful sex change operation.

    He even managed to send out a brief comment; “I want to thank all my fans for their support and want to also announce the happy news that I will personally be competing in the next Miss Tibet contest which will be held in Bylakuppe in a month’s time. I will begin serious training just as soon as my vagina heals.”

  109. I think the use of MWP and Independence dichotomy to explain the Nabgo la issue is pathetic. It is shameful to play politics using the two approaches. In fact, both approaches are right in their own place. Although I believe in MWP but I respect those who believe in independence. We need to resolve Tibet issue using both approaches. If Nabgo la’s issue revolves around such conflict of approaches, I think, both the Ngabo la and CTA leadership including Jayang Norbu la’s should feel sorry and forget all differences to unite against PRC.
